A 50% surge in HSE whistleblowers 🚨

A new report reveals that protected disclosures to the HSE skyrocketed in 2025, bringing serious allegations of health risks, financial misuse, and administrative mismanagement to light.

Out of 202 reports submitted last year, 88 were formally assessed as valid, containing 145 individual allegations of wrongdoing.

40 cases involved alleged endangerment of health and safety—making it the single largest category of concern.

48 cases cited oppressive, discriminatory, or grossly negligent behavior.

26 cases alleged the unlawful or improper use of public funds.

Legal & Cover-ups: 21 cases involved failure to comply with legal obligations, 6 related to concealing/destroying information, and 4 involved alleged criminal offenses.

Of the cases where allegations were upheld or partially upheld, nearly 38% related directly to health and safety endangerment, while 24% involved misuse of public funds.

Adding to the concern, external referrals from the Office of the Protected Disclosures Commissioner doubled compared to 2024, signaling that staff are increasingly looking outside standard internal channels to be heard.

While the HSE maintains that protected disclosures are a vital tool for improving services, details on the specific actions taken for upheld allegations remain undisclosed. The Audit and Risk Committee has requested tracking on how recommendations are implemented and urged senior leadership to closely monitor these emerging trends.
