Another common sense change to "Policing the Public" is for every Police Dept to have a civil review board. Staffed by CIVILIANS not Police or ex-police. These boards must have the authority to discipline LEOs up to termination. Review of excessive force complaints must be LAW.

A common sense change that will drastically reduce tension between the public and LEOs would be to mandate that LEOs carry Malpractice insurance. If they are sued for infractions to many times they will not be able to serve as an LEO. Thus removing "BAD" cops from the streets!
