The Manila Public Information Office (PIO) reported that an estimated 27,000 individuals gathered at Luneta Park and the Quirino Grandstand as of 11:00 a.m. on Sunday, November 16, for the Iglesia ni Cristo's Peaceful Rally for Transparency.

The figure was based on crowd monitoring by the Manila City Disaster Risk Reduction and Management Office (CDRRMO).
