If he had come out and said he was the Sith Lord, the Jedi may have had a stronger case in arresting him early. He didn’t.

Maul knows everything about Sidious, *and* attempted to lead a coo to kill him, *and* was a fully trained Sith Lord whom Sidious himself trusted to kill several Jedi Knights.
