It didn’t: despite the July 22 ceasefire, killings continued (Muratağa, Sandallar, Atlılar massacres, Aug 14-15), which is what triggered phase two. So restoring constitution is not the main problem, its the killings of co-founder TCs.

@apolyterion @ottomanenglish The point isn’t that Turkey lacks influence over the TRNC, it’s that Turkey stopped at a defensible line for the TC minority instead of annexing the whole island, despite having the military capacity to do so. Control over 37% ≠ desire for 100%. Not the same.

@apolyterion @ottomanenglish Not accurate. National Guard of Cyprus was directly involved in displacing Turkish Cypriots from 103 villages 1963-74. And there was a formal exchange: 3rd Vienna Agreement(1975), signed by Denktaş and Clerides, organized the "voluntary exchange of populations" under UNFICYP.

@apolyterion @ottomanenglish Thats the point, TR is guarantor of the whole 60’ Cypriot Republic acc. to article 4, not just TCs. If conquest were the goal, GCs wouldn't need to "go" anywhere. Stopping at a defensible line for TCs, instead of claiming the whole island, undercuts the "wanted more land" theory.

@apolyterion @ottomanenglish Not accurate, TCs weren't "voluntary" movers. Many fled under threat, some ended up imprisoned in UK bases (Akrotiri/Episkopi) to reach safety. 65,000 were displaced by war just like GCs. Exchange was mutual displacement, not one side "cleansed" and the other relocate freely.

But EOKA/EOKA-B violence, the exclusion of Turkish Cypriots from state institutions and the Sampson coup. 2.Geneva Conference all preceded any territorial outcome. that's the reality on the ground, not a legal technicality.

@apolyterion @ottomanenglish it's Article 4 of the 1960 Guarantee Treaty, not "occupation". Turkish Cypriots were a co-founding community under the 1960 Constitution, not a minority. At the end, two communities that can no longer live together, so we don’t have to and cannot meet on common ground.

But worth noting: UNFICYP had already been on the island since 1964(a full 10 years) and failed to prevent the coup. July 19 appeal was for the UN to apply political/diplomatic pressure and condemn the coup.
