Dr. Lawrence Muganga, @ReachDrMuganga who was rejected during the vetting process for State Minister for Internal Affairs, is currently using an Ugandan diplomatic passport. This development has led to widespread speculation about how he acquired it and who sanctioned its issuance. Security sources indicate that Minister Kahinda Otafire @otafiire_k approved Mugangaโs diplomatic passport, which one sources stating , โHe can explain why.โ Recently, Hon. Kahinda Otafire was moved from the Ministry of Internal Affairs to the Ministry of Water and Environment in a cabinet reshuffle.
Muganga's citizenship status is surrounded by significant controversy. In 2021, he faced deportation for allegedly residing and working in Uganda illegally. He entered Canada as a Rwandan citizen and later obtained Canadian citizenship, using a Rwandan passport throughout this process. This means he is a dual citizen of Rwanda and Canada. Sources confirm that he has no documented ties to Uganda as a citizen, indicating that any citizenship he may have acquired later is considered illegal and will be challenged in court .
Sources claim that Muganga returned to Uganda after being encouraged by First Lady and Minister of Education Janet Kataha Museveni @JanetMuseveni although this assertion cannot be independently verified. Upon his return, he secured a position at Victoria University as the Vice Chancellor and began working without the necessary documentation.
In 2021, Muganga was arrested by the Chieftaincy of Military Intelligence (CMI) and faced deportation. During this time, Brigadier Johnson Namanya, who was the Commissioner for Citizenship and Passport Management at the Directorate of Citizenship and Immigration Control under the Ugandan Ministry of Internal Affairs, was approached by Rajiv Ruparelia, the son of the late Ugandan businessman Sudhir Ruparelia, who tragically died in a car accident last year. Namanya intervened to assist Muganga in obtaining a work permit.
The pressing question isn't just about his dual citizenship; many are concerned about how someone with such a problematic immigration history could be appointed to a sensitive ministerial role. Additionally, Frank Gashumba, @FrankGashumba a friend of Muganga, has threatened to incite unrest similar to an M23-like rebellion if Muganga is not cleared. Gashumba himself is under scrutiny for allegedly facilitating the issuance of Ugandan IDs to individuals holding Rwandan IDs by pressuring migration officers.

13. Conclusion
The documentary record presents a serious eligibility problem.
The nominee has documented Rwandan passport history, documented Canadian nationality, a Ugandan National ID obtained before the dual citizenship certificate, a UgandaโCanada dual citizenship certificate issued in 2024, and a Ugandan diplomatic passport issued in 2026.
Most importantly, Section 19D and the Fifth Schedule of the Uganda Citizenship and Immigration Control Act disqualify a person holding dual citizenship from serving as Cabinet Minister or other Minister.
Unless Dr. Lawrence Muganga has formally and conclusively renounced all foreign citizenships, he is not suitable for approval as Minister of State for Internal Affairs.

1.โ โ Purpose
This dossier is submitted to assist the Parliamentary Appointments Committee in assessing the eligibility and suitability of Dr. Lawrence Coreta Muganga for appointment as Minister of State for Internal Affairs.
The central issue is whether a person with documented foreign citizenship history, multiple passports, delayed dual citizenship regularisation, unresolved Rwanda-related nationality questions, and possible dual-citizenship disqualification can lawfully and credibly serve as a Minister supervising immigration, citizenship, passports, national identification and internal security.
โ2.โ โ Legal Framework
Section 19D of the Uganda Citizenship and Immigration Control Act, as amended in 2009, provides a Fifth Schedule of offices that a person holding dual citizenship is not qualified to hold. The Fifth Schedule includes:
โCabinet Minister and other Ministers.โ
This is directly relevant because the nominee is proposed for appointment as Minister of State for Internal Affairs, which falls within the category of โother Ministers.โ The Directorate of Citizenship and Immigration Control also lists the 2009 Amendment Act as the operative legal framework on dual citizenship.
Therefore, the Committee must first determine whether the nominee currently holds dual citizenship. If he does, the legal question is not merely suitability; it becomes statutory disqualification under Section 19D and the Fifth Schedule.

12. Recommended Committee Position
The Committee should not approve the nominee unless and until:

d. He explains the 2021 National ID versus 2024 dual citizenship sequencing.
e. He produces all relevant citizenship, passport, NIRA and immigration files.
f. The Attorney General gives a formal written opinion on Section 19D disqualification.

Itโs becoming apparent that @Thomas_Tayebwa was not only an intelligence sleeper cell but also a secret operative assigned to infiltrate a corrupt system within the 11th parliament , ultimately becoming part of the corrupt network.
Emerging allegations suggest that former Speaker Among and former Deputy Speaker Tayebwa were both deeply implicated in corruption at Parliament.
This diagram points to a wider network of patronage, nepotism and mutual appointments surrounding Tayebwa. Why then is he not stepping aside, as Among has, to allow an independent investigation into corruption at Parliament?

We previously reported on how the embattled former Speaker of the 11th Parliament @AnitahAmong recruited senior officers from Crime Intelligence and personnel from the Special Forces Command (SFC), as well as staff from the presidentโs switchboard. This network enabled her to access critical information regarding ongoing operations.
It has now been confirmed that Colonel Godson Turyakira Magara has been transferred out of the SFC due to his long-term financial relationship with Anita Among, also known as AAA. Turyakira, who has served in the SFC for approximately 30 years and was recently promoted to full Colonel, is now under investigation.

Anita Annet Among , (@AnitahAmong) the embattled former Speaker of the 11th Parliament, had prior knowledge of the security operations and searches conducted at her homes. According to sources close to the operation, the commanders are frustrated by the significant leaks of information from those briefed on the operation.
It has emerged that Among recruited senior officers from @PoliceUg Crime Intelligence and some Special Forces Command (SFC) personnel close to President Yoweri Museveni and StateHouse switchboard staff , which allowed her to access critical information about the operation.
The nation was shocked to discover that only 402,000 UGX was found in her homes. How is it possible that a former Speaker lacks sufficient funds for basic upkeep and shopping? This amount, reportedly intended for a house worker, raises further questions.
Additionally, sources indicate that Gloria Asio Omaswa, the Principal Private Secretary to President Museveni, @StateHouseUg , is closely connected to Among and acted as a channel for information and updates.
Another pressing issue for security officials is why @AndrewMwenda (Andrew Mwenda) is exposing Ugandaโs vulnerabilities. His unexpected defence of Among, despite his previous criticism, has left many shocked and raised serious questions.
Allegations have surfaced indicating that senior officers from Police Crime Intelligence, SFC, the Air Force, and UPDF have been visiting the former Speaker and engaging in romantic relationships with her, reportedly receiving substantial sums of money in return.

During my time on Committee of National Economy with him he fixed himself among beneficiaries of South Sudan Traders who got compensation from our government and walked away with over USD 2,000,000 just like that. Conflicting reports have surfaced following Friday's @NRMOnline (NRM )CEC meeting. While some media outlets announced endorsements,Tanga Odoi, chairman of the party's electoral commission, outlined a different roadmap, beginning with an expression of interest for both parliamentary seats.
Sources present at the CEC meeting in State House, Entebbe, revealed that President Museveni, who also chairs the NRM party, advised former Deputy Speaker Hon. Thomas Tayebwa ( @Thomas_Tayebwa ) to disclose his wealth and address the corruption allegations against him. After giving this instruction, the president briefly left the room but returned shortly afterward to inquire about Tayebwa's response. According to the sources, Tayebwa did not provide an answer. At one point, the president was overheard expressing frustration, saying, โThese PLU people are making mistakes with these endorsements!โ
The race for Deputy Speaker is increasingly becoming contentious and politically charged. Questions are arising on social media about whether the NRM is heeding public sentiment regarding the investigation of the Speaker while seemingly neglecting her Deputy. This discussion has taken a tribal turn, raising concerns about fairness: why is only one individual being scrutinized when both have been implicated? The heightened competition for the Deputy Speaker position has been partly driven by resistance from MPs who are reluctant to support Tayebwa, with many expressing their intent to vote for anyone but not him.
