Strengthening governance through evidence: Reflections from the government and parliamentary lab at #E2A2026.

How can governments and parliaments make decisions that are more responsive, accountable, and grounded in evidence?

This was the central question explored in the Government & Parliamentary Lab at the Evidence to Action (E2A) 2026 Conference, where participants examined the critical role of evidence in shaping public policy, legislation, budgeting, oversight, and the broader institutionalisation of evidence-informed decision-making (EIDM) within government systems.

The session brought together policymakers, researchers, practitioners, and evidence champions from across Africa to reflect on both progress made and persistent challenges in embedding evidence into governance and parliamentary processes.

Facilitated by our AEN Director Lenah Kitenge, the discussions surfaced rich insights and practical experiences from across the continent, including:
🔹 The role of parliamentary champions and participatory dialogues in institutionalising Universal Health Coverage (UHC) evidence in Zambia.
🔹 Factors shaping evidence-based policymaking within Kenya’s National Assembly.
🔹 Lessons from PASGR’s Utafiti Sera model on strengthening evidence-informed policymaking in Africa.
🔹 Opportunities and challenges for advancing evidence-informed policymaking in Francophone Africa, with insights from Cameroon.

Across these perspectives, a clear thread emerged: evidence creates the greatest impact when it is embedded within institutions, supported by trusted relationships between producers and users of evidence, and championed by leaders committed to informed decision-making.

As African governments continue to navigate complex and evolving policy environments, strengthening the systems, capacities, and cultures that enable evidence use remains essential. The Lab demonstrated that progress is possible when researchers, parliamentarians, civil servants, and development partners actively work together to bridge the gap between knowledge and action.

We remain committed to contributing to these conversations and supporting efforts to strengthen evidence ecosystems that deliver better outcomes for citizens across the continent.
