OHCHR is convening an Expert Meeting on supporting government efforts to repatriate funds of illicit origin and use them to advance economic, social and cultural rights and the right to development.
The discussion comes at an important moment. Every year, illicit financial flows take away resources that could support healthcare, education, social protection and better public services across Africa.
Recovering these funds matters, but bringing the money back is only the first step. People need to know how it will be used, who will benefit and what safeguards will prevent it from being lost again.
Repatriation will only make a difference when returned funds reach affected communities, help repair the harm caused and improve people’s lives.

A Victory for Human Rights: Constitutional Council Strikes Down Provisions Restricting Digital Freedoms
The Constitutional Council has declared several provisions of the Telecommunications Traffic Control Regulation unconstitutional.
This decision matters because Internet access is directly connected to the exercise of fundamental rights. When the Internet and social media were blocked during Mozambique’s post-election crisis in October 2024, citizens were prevented from communicating freely, accessing information, reporting violations and participating in public life.
CDD challenged those restrictions before the Judicial Court of Maputo City and secured an order directing mobile operators not to block Internet access. When the Government later approved Decree No. 48/2025, CDD petitioned the Ombudsman to request a constitutional review.
The Ombudsman referred the matter to the Constitutional Council. Through Judgment No. 6/CC/2026 of 29 July, the Council confirmed that the Government cannot use a regulation to limit fundamental rights in violation of the Constitution.
This is a victory for freedom of expression, access to information, civic participation and the right of all people to communicate without unlawful interference.
CDD commends the Ombudsman for acting independently and responsibly. We will continue using every available legal and constitutional mechanism to defend human rights and protect democratic freedoms in Mozambique.
