Every democratic country in the West has 3 levels of government:
1, Federal.
2. Provincial.
3. Municipal government headed by an elected Mayor.
Pakistan has SIX levels:
Federal, Provincial, Division, District, Tehsil, and UC.
It is a colonial structure. Not Democratic
