Two weeks ago, we published our devolution paper arguing for the assignment of income tax to England’s mayors, alongside a wider basket of local revenues.

Today, the government accepted that case.

Fiscal devolution gives mayors the stability to plan long term and brings accountability and maturity to the mayoral model.

It must add no extra burden to the taxpayer, replacing the money mayors currently receive from the Treasury.

It is one lever for growth, and a welcome one. The bigger test is whether this is the start of a serious economic reset.

Kemi Badenoch is right to seek candidates with serious experience beyond Westminster.

But the Conservative Party must remain a broad church. Requiring agreement on every major issue risks shutting out talented people, narrowing the party’s appeal and making it harder to build the coalition needed to govern.

But popularity is not the same as sustainability.

Real leadership means explaining difficult choices honestly, not leaving the bill for younger taxpayers and pretending that is fair.
