The "tWelVe" doesn't exist.
1) Smoker who's been tied to Kuzan since LRLL, isn't somehow not as important as him on account of a single spread.
There isn't a single good justification that explains why Kuzan would be there and not Smoker, if it's based on character "importance."

@S_pudurmun Koby was my first favorite character since chapter two and that stayed the case for the majority of the series, until Dressrosa (Bellamy surpassed him and eventually, Cavendish).
I would have voted for Koby even when he has 300+ chapters in-between doing anything at all.

@S_pudurmun I think some Bartolomeo fans may have been to assured that he'd rank higher than he did, but we were never certain and so we voted/campaigned for him with that anxiety.

Also I just had an exchange, and the other person's reply rang true to me, I think that may have cost him votes.
Also, Cavendish fans had a chip on our shoulders due to him placing 73 last time, so we were motivated.

He placed 13 in the Whole Cake poll; online him and Bartolomeo were the final two in arlongparkforums annual character tournament when Dressrosa was weekly, he's always placed well; his lowest placement was 73 in the last global popularity poll.
He's popular, as he should be.

@DunaryBear Problem with that is Hakuba has pretty incredible AP, he dealt one-shots only; even on a Fishman, and look what he was able to do to this plateau side with a flying slash on horseback, pretty ridiculous; not to mention owning Durandal, with enough strength to party Chinjao.
