Some of the prerequisites if we as a nation are to get our act straight:
1. Treat AGI as a strategic technology vector, above the nuclear and space domains.
2. Understand that it requires over USD 100 billion to make any significant progress.
3. Stop thinking that we are doing well through the India AI Mission by developing what the world achieved five years ago.
4. Introspect deeply on whether our missions are being sabotaged and compromised from within.
5. If we are not at the frontier level today, and we have been lulled into an illusion of "All is well", it points to something deeper and more sinister. Time to wake up!

These points may sound pessimistic, and critical of existing efforts. But remember, there is no redemption without realisation.
We can all be jingoistic and sing tunes of sycophancy, but strategic domains like this are unforgiving.
The choice is there today.
The question is: are we willing to accept it?

Time is running out. AGI is not a bus we can afford to miss.
In an age of information abundance, true expertise is the rarest resource.
Fewer than a hundred people worldwide have a deep working understanding of AGI. Perhaps a thousand have a good one. A hundred thousand are partially informed. Millions have opinions. The opinions travel fastest, and it is the opinions that reach policy corridors.
Googled knowledge becomes advice. Advice becomes investment. Investment becomes national capability, or the absence of it.
I have engaged with almost every level of the hierarchy. Two people remain. Let me be clear about what I have found. The problem is not intent. This government's intent is sharper and more realistic than any before it.
The problem is structural.
Fear has entered decision-making. Everyone has been empowered to build processes, and processes are quietly strangling growth at scale. We fund sub-10 crore projects with ease. We cannot digest billion-dollar strategic programmes, because nobody is certain how to go about one.
Our legacy institutional setup, the PSUs and the DRDO labs, was built for a different class of problem. It cannot carry AGI.
Then there is the problem of plenty. Ninety nine per cent of what is offered is foundationally flawed. It consumes time, money, and people, and in that noise the real idea or the real person gets left out. India has no mechanism to separate the average from the good, and the good from the genius. That is the gap.
AI skill training for one crore youth is welcome as literacy. It is not a frontier capability, and the fact that it stands as the headline tells us about the quality of advice reaching the top.
Consider our national digital health mission. A five-year blueprint, years neatly labelled, phase by phase. It was renamed. It is still a work in progress. When does it complete? Nobody knows. Every other domain forgives that.
AGI will not.
And AGI is not a larger LLM. It is not ChatGPT or Claude becoming better. It will not be coded into existence through transformer architecture. The work that matters sits elsewhere, in learning systems that design themselves, and it has been running quietly for a decade in other countries. Do not expect it to be benchmarked in public.
Rutherford called atomic energy moonshine in 1933. Szilard worked out the chain reaction the same year. Einstein signed the letter to Roosevelt only in 1939. The F-117 flew for over a decade before the world was told it existed. Take AGI a notch above that.
Stop treating frugality as strategy.
Paracetamol does not treat cancer.
When you automate chaos, chaos gets magnified.

Every year, about 2.5 crore Indians turn 18.
Our 23 IITs offer 18,160 seats. That is seven in every ten thousand.
And even at the very top of the pyramid, it does not get better. Last year 54,378 candidates cleared JEE Advanced. Only one in three walked into an IIT. In medicine, 20.9 lakh sat NEET, 12.36 lakh qualified, and 1.16 lakh MBBS seats existed. One in ten.
We have not built an education system. We have built a filter. And then we call the filtering merit.
Seventy per cent of Indians of college-going age never enter higher education at all. Our gross enrolment ratio is 30. Our own National Education Policy targets 50 by 2035.
And the engine room is worse than the shop floor. India spends 0.64 per cent of GDP on research and development. South Korea spends 4.8. The United States spends 3.5. China 2.4. We ask every year why our finest minds leave. They leave because we built exits, not laboratories.
This is not a funding problem alone. It is a problem of sequence. We have reformed in fragments, and fragments do not compound.
Education reform in India must rest on five pillars, and the order is not decorative. Each one is the precondition of the next.
EXPANSION. Build. Aggressively. There is no version of this where 18,000 seats serve 2.5 crore aspirants. But ruthless commercialisation is not expansion, it is extraction. A degree that costs a family its land and returns no employment is not access.
EQUITY. Expansion without equity simply relocates privilege. If new institutions inherit the old hierarchy of teaching quality and laboratory access, we will have built more buildings and no more opportunity. Quality of instruction and access to cutting-edge infrastructure must reach the talent wherever the talent happens to be born.
EXCELLENCE. Equity is socially just, but it must serve one goal, or it decays into mediocrity at scale. Expansion and equity exist to widen the base from which excellence emerges. A nation does not become excellent by finding its geniuses. It becomes excellent by not losing them.
EMPLOYABILITY. Excellence that does not convert into capability is vanity. Every graduate must leave with something the world will pay for. That is what turns education from a household expense into a national asset.
EARNINGS. Employability at scale produces global thought leadership, and thought leadership is what earns. Not labour arbitrage. Not back-office margins. Ownership of ideas.
Expansion makes room. Equity makes it fair. Excellence makes it matter. Employability makes it pay. Earnings make it permanent.
Break the chain anywhere and the whole thing stalls. Expand without equity, and you build a caste system in concrete. Pursue excellence without expansion, and you get eighteen thousand seats and a national examination that functions as a lottery. Chase employability without excellence and you produce a workforce that services other people's ideas forever.
We were once called the golden bird. Not because we were rich. Because we were the place the world came to learn.
That bird did not lose its gold. It lost its wings, one policy fragment at a time.
Build the five. In order. The shine returns on its own.

Everyone is asking whether India can punish Meta.
The honest answer is no. Meta's entire India advertising business is worth roughly four days of its global revenue. Its Indian entity paid ₹305 crore in tax in FY25.
You cannot regulate your way out of a dependency this lopsided. You can only build your way out of it.
My argument on why the safe harbour debate is the wrong debate:
On Meta and safe harbour, three points.
1. The apology is theatre. Section 79 immunity is transaction-specific and constrained by Shreya Singhal. Withdraw it tomorrow and the dependency on day two is identical to day one. Immunity is leverage over conduct, not over architecture.
2. The economics are brutal. India supplies roughly one-seventh of Meta's users and about 1.3% of its revenue. The Indian entity booked ₹3,793 crore and paid ₹305 crore in tax in FY25 against an Indian ad market of roughly ₹23,000 crore. We are the largest market and the smallest stakeholder.
3. Therefore, the answer is not a stronger letter. It is an indigenous, interoperable, India-hosted civic layer with published moderation logs and an auditable ranking function. Not a state-run Facebook. A protocol, not a platform.
We built UPI, Aadhaar, NavIC and ISRO. The social graph is the one layer we left to somebody else, and it is the one that carries political speech.

And here is the part no one is saying out loud: Frontier models at Mythos' capability level will, inevitably, be turned on any competing AI system in its nascent stage. Our own sovereign AI effort — at the precise moment it begins to matter — becomes the target.
We don't have years. We have months.

10 Structural Failures We Must Confront Before the Gates Close
We have nearly 80 startup schemes, PLI for targeted sectors, the Research, Development & Innovation (RDI) scheme, ANRF, the National Quantum Mission, the IndiaAI Mission — and some genuinely brilliant minds administering them.
Yet something is fundamentally broken. The people running these programmes know it.
Many accept it privately. Some even confess it openly.
The problem is not intention.
The problem is architecture.
Here are 10 structural failures India must confront.
1. The Scale Illusion
Add up every rupee committed across every frontier technology scheme — AI, quantum, semiconductors, deep tech — and it amounts to less than 1% of what the nations leading this race invest. We announce schemes with great fanfare, but the numbers do not survive comparison. Strategy without commensurate resource allocation is not strategy. It is theatre.
2. Legacy Thinking for a Post-Legacy Era
We are attempting to govern the AI and Quantum era with methods, processes, and institutional reflexes designed for a different technological epoch. The world moves in quarters. We are still moving in Five-Year Plans.
3. Diffusion Over Focus
India's instinct — born of democratic compulsions — is to spread resources across domains, geographies, and institutions. In normal times, this is equitable. In a technology arms race with closing windows, it is strategic self-harm. We are distributing when we should be concentrating ruthlessly.
4. Due Diligence Deficit
Even at the highest levels, our ability to perform genuine technical due diligence on frontier technology proposals remains alarmingly weak. Public money flows to proposals that look credible on paper but lack the depth to deliver at the threshold that matters.
5. The Academician Capture Problem
Most governing bodies and review panels are populated overwhelmingly by career academicians who have never delivered a single system at industrial scale. When theory-only gatekeepers dominate, bloated egos become national bottlenecks.
6. The Closing Window
AGI is not a distant theoretical milestone. It is an active engineering programme in multiple countries and corporations. Once it crosses certain thresholds, the asymmetry will be near-permanent. Nations without sovereign cognitive infrastructure will become permanent dependents. India is racing against a clock it has not fully acknowledged.
7. Digital Colonisation 2.0
The next colonisation will be cognitive — intelligence systems, decision architectures, knowledge substrates. If our national security, governance, and strategic decision-making become dependent on foreign AI platforms, we will have surrendered sovereignty more completely than any military defeat could achieve — and we will have done it voluntarily, calling it "partnership."
8. The Silo Tax
Every rupee invested in inconsequential show projects is a rupee stolen from the missions that actually matter. Silos do not just waste money. They waste time — the one resource we cannot print.
9. The Missing Command Architecture
Every successful moonshot in history had centralised orchestration, convergence of effort, and unity of command. India has multiple ministries, multiple missions, multiple committees, and multiple egos — all optimising for different metrics. This is not a governance model for a moonshot. It is a model for managed mediocrity.
10. The Subversion Question
When a nation of 1.4 billion people with one of the world’s oldest traditions of knowledge consistently outsources its technology strategy and thought leadership to foreign consultancies and frameworks, something deeper than incompetence is at work. Policy capture is real. The possibility that India’s technology policy has been subtly shaped to keep us a consumer rather than a creator deserves serious institutional scrutiny

These companies employ hundreds of thousands of people and spend billions on R&D every year. But here's the problem:
Weapons sitting in storage EXPIRE. They have shelf lives. A Tomahawk missile sitting in a warehouse is a depreciating asset — not an earning one.
If there is no war, there is no DEMAND.
No demand = no new orders.
No new orders = no R&D budget.
No R&D = no next-generation weapons.
No next-gen weapons = no military edge.
War is not just politics. War is INVENTORY MANAGEMENT.
Each Tomahawk fired in Iran costs $2 million. The moment it hits the ground, Raytheon gets a new order. The Pentagon just turned a storage liability into a live contract.
This is why America never runs out of reasons to go to war. The machine NEEDS to be fed.

The dollar became the world's reserve currency — not because America was the most virtuous nation — but because it CONTROLLED the commodity that every nation on earth needs to survive: ENERGY.
Control oil → control dollars → control the world economy.

Saddam: captured, tried, hanged.
First thing the new Iraqi government did: switched oil sales back to dollars.
Coincidence? The UN's own weapons inspector Hans Blix confirmed there were no WMDs. The war was sold on a lie. The real target was never Saddam's weapons. It was his wallet.

Gaddafi had a dream. He wanted to create a pan-African gold-backed currency called the "Gold Dinar" — so African nations could sell their oil and resources WITHOUT needing US dollars.
He had 143 tonnes of gold sitting in Libyan reserves to back it.
In 2011, NATO bombed Libya. "To protect civilians."
Gaddafi was captured, sodomised with a bayonet, and executed on camera.
His gold: disappeared.
The Gold Dinar: buried forever.
Libya today: a failed state with open slave markets.
Hillary Clinton's emails, released later, explicitly mentioned the Gold Dinar as a threat that had to be eliminated.
The man wasn't killed for being a dictator. He was killed for threatening the dollar.

Venezuela has the world's largest proven oil reserves. Maduro began selling oil to China and Russia in yuan and rubles — bypassing the dollar.

Other countries borrow money and pay it back with interest. America borrows money... and prints more money to pay the interest. And the world accepts it. Why?
Because the world NEEDS dollars to buy oil. So there is always demand for dollars. So America can always sell its debt (Treasury bonds) to the world.
This is what economists call "exorbitant privilege." Former French Finance Minister Valéry Giscard d'Estaing coined this phrase in 1965 — he was furious that America could run infinite deficits while France had to balance its books.
America's national debt: $36 TRILLION.
America's credit rating: Still AAA (largely).
No other country on earth could carry this debt and survive.
This is not economics. This is a protection racket backed by aircraft carriers.

America doesn't just control oil and weapons. It controls MINDS.
MIT. Harvard. Stanford. Caltech.
These are not just universities. They are talent-extraction machines.
The best engineers from India, China, South Korea, Nigeria, Iran come to America for education and opportunity. Many stay. Their labour, their patents, their innovations — stay in America.
India loses its IIT graduates to Silicon Valley.
China loses its physicists to American national labs.
Iran loses its nuclear engineers to American universities.
And then America uses that talent to build the next generation of weapons, chips, AI systems, and financial instruments — which it uses to maintain military and economic supremacy.
The countries that educated these people at public expense subsidise American innovation for free.
