DEVELOPING: The NBA is discussing creating a tournament among lottery teams to determine draft order in order to stop tanking.

@ZachLowe_NBA fix for tanking. 10 non-playoff (play-in) teams play an end of year tournament. Bottom 4 seeds play-in just like playoffs. Results of tournament are draft order. Lower seed gets higher draft pick as tie breaker when teams lose. So if 7&8 win, 10 gets 9 & 9 gets 10
