Patients at Maryland’s Clifton T. Perkins Hospital Center are frequently restrained for hours and struggle to receive proper, timely medical care, a watchdog report published Wednesday found.
Compiled by Disability Rights Maryland, a nonprofit advocacy and protection group for people with significant mental illnesses, the 59-page report is the product of an investigation combining patient and staff interviews with analyses of internal documents and observations from on-site visits at the Jessup facility.
Pointing to the deaths of three patients since 2020, as well as the critical injury of another, it also states that the Jessup facility is failing to provide basic rights and services to those in its care. Something as simple as access to clean drinking water, the group says, is still an issue.

The copilot of a United Airlines passenger jet that struck a light pole, which then slammed into a Baltimore Bakery truck, as it landed at a New Jersey airport last month recognized the plane was coming in low, but told investigators he didn’t realize it in time to call for an aborted landing, according to a new report Thursday.
It also clarifies for the first time that it was debris from the light pole, and not the plane itself, that hit a Schmidt Bakery truck, which operates under the H&S Family of Bakeries, traveling on the New Jersey Turnpike. Law enforcement officials initially said the plane had hit the top of a bakery truck, causing minor injuries to the driver, Warren Boardley, an employee of H&S Bakery.

Baltimore officials announced Thursday that four people have been arrested and thousands of illegal cannabis and tobacco products seized as city leaders escalate a widening crackdown on unlicensed smoke shops accused of selling products to minors.
The enforcement sweep netted more than 73 pounds of suspected illegal cannabis products and nearly 18,000 tobacco products, according to Baltimore City Sheriff Sam Cogen, who said the operation marks the beginning of an aggressive summer-long effort targeting businesses that continue to operate outside state law.
