How to use Flutter Mane in Pokemon VGC Regulation F
Howdy, everyone! In this post, I will supply you with different ways to use Flutter Mane in Regulation F. I will also break down how to use each one.
The Flutter Mane options I go over:
- Booster Speed
- Booster SpA
- Choice Specs
- Focus Sash
Let's get into it.
Booster Speed Flutter Mane:
Flutter Mane @ Booster Energy
Ability: Protosynthesis
Level: 50
Shiny: Yes
Tera Type: Fairy/Ghost/Grass
EVs: 124 HP / 140 Def / 12 SpA / 12 SpD / 220 Spe
Timid Nature
IVs: 0 Atk
- Icy Wind
- Shadow Ball/Substitute
- Moonblast/Substitute
- Protect
Benchmarks:
- Survives 132+ Make it Rain from Gholdengo. Same with 252 Timid. Also survives -1 Specs, -2 if Specs + Tera Steel
- Survives 252+ Ice Spinner from Chien-Pao
- Outspeeds tailwind boosted Urshifu after an Icy Wind
- Jolly Scarf Urshifu is a 6.3% chance to get us with Surging Strikes
Booster Speed Flutter Mane Breakdown:
This set is a disruption set. I decided to go full bulk/speed into it to complement its job better. This set does barely any damage (in comparison to offensive Flutter Mane). This set is designed to stay here for a while and be annoying. Icy Wind is essential on this set to lower opponents' speed. This is what makes Booster Energy Flutter Mane so good. We can combine this with something like an Urshifu or Chi-Yu to outspeed things we should not be outspeeding. Substitute over Shadow Ball/Moonblast could be cool. It allows us to sit there for more turns and spam Icy Wind/a STAB (Same-Type-Attack-Bonus) move for more turns. In addition, behind a Substitute, we can wall Amoonguss. For tera options, we have a few choices. We could go an offensive Tera of Fairy or Ghost, to make up for the lost damage output. In addition, we could pair this up with a Chi-Yu to improve the damage output by stacking multipliers. As for Grass, it was chosen for two reasons. 1. We resist Urshifu's Surging Strikes. 2. We become immune to Spore. This option is up to you. I would recommend an offensive Tera to make up for some of the lost damage.

Booster SpA Flutter Mane Breakdown:
SpA boosting Flutter Mane allows us to do a lot of lot of damage and invest in either bulk or speed. This set prioritizes speed. In my opinion, Tera Fairy Flutter Mane is the best way to plan a damage-boosting item. The reason why is that we get access to two strong, flexible fairy-type moves. Dazzling Gleam is great to sweep in the late-game, or do consistent damage to both Pokemon. Moonblast becomes a tactile nuke with the item boost, STAB boost, and Tera boost. This can be really pushed over the edge with a Chi-Yu. This Flutter Mane is great because not only do we get access to insane damage output, but we also can Protect. Lack of Protect is the one drawback of Choice Specs Flutter Mane, and we will get into that later. If we were to change this spread, we could theoretically decrease the Speed stat to outspeed Jolly base 100's, or even lower. That would free up a lot of EVs to dump into bulk. I personally believe offense is the best form of defense, so I'd rather KO them before they move. This is why we prioritized speed.
Choice Specs Flutter Mane

Tera Type: Fairy
EVs: 116 HP / 204 Def / 60 SpA / 4 SpD / 124 Spe

- Thunderbolt/Icy Wind/Power Gem/Perish Song/Mystical Fire/Trick Room/Hex/Energy Ball
Choice Specs Flutter Mane Benchmarks:
- Survives Urshifu Rapid Strikes 252+ Surging Strikes all but 6.3% of the time
- Outspeeds Adamant/Modest Chien-Pao/Flutter Mane
- SpA dump
Choice Specs Flutter Mane Breakdown:
Choice Specs Flutter Mane is my personal favorite way to run the Pokemon. We truly get the freedom to go any way we want with this version. Hit hard, hit fast, survive hits. Strong, fast, bulky. Our only limitation is the restriction of using one move. How this Flutter Mane works is you can lead with it, get damage in the early game off, switch it out, and then sweep with it. It offers high damage output in the early game and offers the ability to sweep. I can not tell you how many Specs Tera Fairy Dazzling Gleam sweeps I've gotten off with this thing. The win condition is very clear. Remove the threats for Flutter Mane, chip everything into Dazzling Gleam, and then sweep with Tera Fairy. The other way to play this mon is to lead with it and start clearing the way for another sweeper in your back. I think that Choice Specs is the most flexible way to play this Flutter Mane because you get the best of everything you want from this Pokemon. Speed, Damage, and Bulk. No Protect is annoying at first, but once you're used to the damage output of this set, you can not look back. As for the filler moves, we have a lot of options. I personally find Thunderbolt to be the best, most consistent 4th move. Perish Song is cool for Dozo if you have Fake Out and an Amoonguss on your team. The others are situational.
Focus Sash Flutter Mane:
Flutter Mane @ Focus Sash
Ability: Protosynthesis
Level: 50
Tera Type: Fairy
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Moonblast
- Dazzling Gleam/Icy Wind/Perish Song
- Shadow Ball
- Protect
Skipping Benchmarks, because this spread is just 252/252
Focus Sash Flutter Mane Breakdown:
This set is perfect for countering most opposing Flutter Mane. With Sash + Tera Fairy, we will win the 1v1 vs any opposing Flutter Mane. In addition, we can Shadow Ball them for super-effective damage if they decide to not Tera. This set is very interesting when paired with a Chi-Yu, because our Shadow Balls can be amped up to 100% KO a non-tera Flutter Mane. This is nice because we have max speed to outspeed/speed tie all other Flutter Manes and the Focus Sash to guarantee we will survive at least one attack. In my experience, we want Tera Fairy on this set. I tried Tera Grass, but it felt very underwhelming. Tera Fairy improves our opposing Flutter Mane matchup by a lot. This set is designed to be played very boldly. Having Focus Sash means that they need to double-tap us to KO us (unless playing vs Urshifu). This also means if they double-tap us, our ally is safe for that turn. This can be very annoying for the opponent if properly positioned. As for the filler move, I'll break the options down. Dazzling Gleam is the go-to pick if your team does nothing fancy. Icy Wind is great as extra speed control and can be very useful in the Flutter Mane mirror. If using Icy Wind, just be sure to pair with an ally that can benefit from the -1 on that same turn. As for Perish Song, this one is the most niche. Only use this one if you are playing Gothitelle.
Concluding thoughts:
I really hope you all enjoyed this. This is one of my most detailed breakdowns of a Pokemon. Flutter Mane is truly this generation's champion because of how much flexibility it has with options.
