@CraigDMauger @EricLloyd Yes. That’s consistent with my recollection that it was a legal preservation strategy. The EOs were particularly vulnerable to 1st amendment challenges. A compromise was necessary because of the courts, not because of the legislature (that was essentially sidelined).

I don’t think there was really any confusion over it, but exempting outright would have been more clear. The change in orders to exempt churches from penalties was not done to change to policy against gatherings. It was done to make the orders more likely to withstand/head off a legal challenge. It was more of a legal preservation strategy, than a blessing of church gatherings.

I think it’s appropriate to review and question government actions after the fact. But that was a difficult time. Everyone was operating with imperfect information in the middle of an emergency. And, I trust, doing the best they could.
