Why don't you stop paying your council tax and see how long it takes BCC to use the legal processes to get you to pay. I wonder if asking you to pay a bill would count as them harassing you?
Where is it @BristolCouncil you told Sendist in April this was imminent. I told the judge I didn’t trust the council to do it. I was right. It’s nearly November. Bristol City Council lies in tribunals. Do you want me to post the Sendist ruling to prove this?
