Your not wrong I believe it was stopped early, and the ref should have left it till the 12th round. But I don't think in any way he was getting his legs back between rounds. Usyk likely makes him go lights out early in the 12th. The ref should have left it to happen, because you never know. But it's probably what would have happened. Should have let him die on his shield as he said in his interview.
