Linda Jackson - Vice Chair - York Regional Police Service Board
Regional Councillor and Deputy Mayor Jackson was appointed to the Police Service Board on December 15, 2022, for the term of Council. At its meeting on January 28, 2026, she was re-elected as the Vice Chair of the Board until November 15, 2026. This is her second term as Vice Chair.
Linda Jackson is the Deputy Mayor of the City of Vaughan. Linda sits on both the City of Vaughan and York Region Council as well as several boards, committees, and task forces. She was recently re-appointed to the Toronto and Region Conservation Authority (TRCA) Executive Committee and Board of Directors.
Linda was first elected to the position of Ward 2 Councillor in a by-election in June of 2002 and then elected as a Local and Regional Councillor in November of 2003. In 2006, she was elected Mayor of Vaughan, and served until November of 2010.
Linda returned to Vaughan Council in November 2018, serving as a Local and Regional Councillor. On October 24, 2022 Linda was re-elected to the City of Vaughan as Deputy Mayor, Local and Regional Councillor.
Deputy Mayor Jackson was appointed to the York Regional Police Services Board on December 15, 2022.

Blair Gibbs - Director - The Police Foundation
Blair is a leading policy advisor and consultant with expertise in public policy and government relations. For 20 years he has researched and advised on criminal justice, policing and drugs policy in the UK and more recently, in Canada.
He is the founder of The Policy Works, where he supports a range of clients on policy, strategy and public affairs. He was special advisor to the Prime Minister in the No.10 Policy Unit from July 2019 to October 2020 and before that he was senior advisor to the Justice Secretary from 2015 to 2016. Blair was also principal advisor at the Mayor’s Office for Policing and Crime in London from 2012 until 2015.
His work in North America has involved research on the opioids crisis in Canada, and alcohol and public safety policies for the Stanford Network for Addiction Policy, along with public attitudes research for a variety of clients, and most recently, providing support to the Government of Alberta in Canada to study the impacts of drug policy and to deliver their ‘Recovery Oriented System of Care’ across the province.

Alana Saulnier (PhD) is an Associate Professor and Canada Research Chair (Tier II) in crime, technology, and public policy in the Department of Sociology and Anthropology at the University of Guelph.
Dr. Saulnier has demonstrated a strong commitment to furthering the evidence-based policing movement, particularly in relation to police use of technologies and community-police relations. She has held research partnerships with over 30 Canadian police services and regularly partners with police services and other community partners to conduct applied research.
She also consistently translates research into outputs appropriate for practitioners and lay audiences.
After conducting extensive research on body-worn cameras (BWC), she partnered with the Canadian Association of Chiefs of Police to produce a BWC policy template that promoted consistency in police use of BWCs across the country as well as victim-sensitive practices.
Her research is routinely published in high-quality, peer-reviewed journals including Policing & Society, the Journal of Experimental Criminology, and Criminology & Public Policy.

In 2016, she joined the Waterloo Regional Police Service (WRPS) and is currently the Service’s Director of Corporate Affairs. She also serves as Co-Chair for the Ontario Corporate Communications Network (CCN), Vice-Chair of the Canadian Association of Chiefs of Police (CACP) Strategic Communications Network, and is the Canadian representative for the International Association of Chiefs of Police (IACP) Public Information Officers committee.
Cherri has been awarded the Catherine Martin Award of Excellence in Media Relations from the Ontario Association of Chiefs of Police (OACP) and a provincial Heroes Beyond the Badge award on behalf of WRPS. She was also recently named Mentor of the Year Award for her work with students at Conestoga College.
Along with her work for WRPS, Cherri also acts as Principal for Tourniquet Communications where she teaches on-line and in-person training sessions on strategic communications, crisis communications, and media relations.

Robert Serpe – Executive Director, Peel Police Service Board
Rob Serpe is a trusted advisor to some of Canada’s most influential leaders, including Cabinet Ministers, Mayors, and CEOs. With experience in both the public and private sectors, he is a strategic thinker recognized for his ability to build consensus among diverse stakeholders on complex issues.
As a policy advisor to a federal Finance Minister, Rob worked on critical national matters such as the federal equalization formula, the creation of Canada’s P3 office, and federal budgets. His consulting work earned him recognition as one of Ottawa’s most powerful lobbyists by Maclean’s in 2014.
Rob played a key role in Toronto’s successful 2015 Pan Am and Parapan Am Games, leading the public affairs portfolio. He now serves as Executive Director of the Peel Police Service Board, where he supports strategic planning, budgeting, leadership appointments, and collective bargaining for over 3,000 members. The first webinar in this series focused on trust, discipline, and culture at the police board table. This second session moves the conversation forward, to applying governance to influence healthy culture within the police service itself. Police boards are increasingly confronted with warning signs: recruitment and retention challenges, public criticism, internal conflict, and concerns about workplace culture. While boards often recognize these issues, many struggle with a fundamental question: “What is our role, and what levers do we have to influence culture without overstepping our governance mandate?” Drawing on practical governance experience and real‑world examples from across Canada, this session explores how boards can responsibly and effectively shape culture. Topics include how to recognize signs that culture may be at risk, what Boards can do to govern culture renewal, and pitfalls to avoid along the way. This session is designed for police board members who want to move past abstract discussions of culture and gain a clearer understanding of how good governance, applied deliberately, can influence outcomes inside the police service, even in complex, politicized, and highly public environments.
