Today, the Center for Uyghur Studies (CUS) has released a comprehensive report documenting the Chinese Communist Party’s (CCP) sophisticated and systematic influence campaign in Southeast Asia. This campaign aims to conceal, deny, and justify the ongoing genocide, human rights abuses, and religious persecution of the Chinese government against the Uyghur people in East Turkistan (AKA the Xinjiang Uyghur Autonomous Region).
The report, titled “China’s Influence Campaigns in Southeast Asia & Plight of Uyghurs,” examines how Beijing fabricates false narratives, infiltrates institutions, exploits economic leverage, and suppresses dissenting voices to control the narrative surrounding its human rights abuses.

In September 2023, United Nations experts expressed grave concern over the expansion of state-run boarding schools in the Uyghur region. They cited allegations that mainly Uyghur and other indigenous children were being separated from their families, receiving little or no education in their mother tongue, and being pushed toward assimilation into the Mandarin language and Chinese cultural practices.

A 22-year-old University of Waterloo student made 24 trips across the U.S. border to covertly map critical airport infrastructure for a suspected Chinese intelligence handler.
According to a 19-page FBI affidavit filed in federal court, Chinese citizen Weiheng Zeng was arrested at the Ambassador Bridge in August 2026. Surveillance cameras at Chicago O’Hare previously caught him climbing forklifts, walking fence lines, and trying to open locked shipping containers at a FedEx facility. He carried out a similar operation at Toronto Pearson airport after being confronted inside by an employee.
To evade North American surveillance, Zeng used a dedicated Huawei phone with China Telecom SIM cards mailed from overseas every few months, routing all communications directly through Chinese provider networks. He was paid $20 to $30 per accepted photo into a Bank of China account, earning roughly $500 total while his contact urged him to expand target sites to airports in Orlando, Las Vegas, and Los Angeles.
When federal agents inspected his phone, they discovered images of military aircraft alongside photos of Zeng posing in tactical gear with rifle-style weapons. Charged with making false statements after giving changing stories to federal agents, Zeng remains in custody as a flight risk.
Thomas Weir Pauken II, 51, an American citizen who lived and worked in the People’s Republic of China (PRC), was sentenced today to two years in prison and 36 months of supervised release with no overseas travel for acting as an agent of a foreign government within the United States.

Four years on from the assessment report, which found that the arbitrary and discriminatory detention of Uyghurs and other Turkic and Muslim-majority peoples “may constitute international crimes, in particular crimes against humanity” in the context of wider restrictions and deprivation of fundamental rights, we are concerned by the lack of substantive follow-up.

Among the grievances the Communist Party has long nourished in its official telling of China’s story, the extraterritorial abuses of foreign powers loom especially large. In the 19th century it was colonial powers refusing to come under Chinese laws in the Chinese ports they controlled. In the 21st century it is America enforcing its will beyond its borders, through sanctions and export controls, against countries that displease it. All the more striking, then, that China now wants to play the extraterritorial game, waging lawfare with ever more gusto.

The X Safety team conducted an investigation into suspected Chinese inauthentic accounts involved in influence operations:
We identified a bot farm of approximately 200,000 accounts. Within this farm, we found 200 accounts posting in a manner that could manipulate a legitimate debate about American AI and energy policy.
These posts contained claims that AI data centers are driving up household electricity prices and straining the grid. Others included AI-generated cartoons that depicted data-center operators enriching themselves at the public's expense.
We remain committed to maintaining an open and authentic platform where people debate topics of public interest. We take seriously any attempts to undermine the integrity of the global town square and suspend accounts that violate our Authenticity policy.

Tibetans and Mongolians have raised similar concerns. Members of both communities have complained about forced assimilation by China’s atheist authorities, the sidelining of their languages and cultures, and policies that compel children to learn Mandarin while discouraging them from learning their native languages and practicing their religions.
Over the years, China has enacted a number of laws and regulations to combat what it calls “terrorism.” With vague definitions and an overly broad range of offenses, these measures have left Uyghurs and other Muslim populations in China under suspicion of engaging in separatist or terrorist activities. In some cases, practicing Islam and identifying as Uyghur can be treated as evidence of “terrorism” or “separatism.”
