Develop international law was a mandate by PIF Leaders to address SLR and its impacts. The ILC’s role is critical. This week, we had ILC Chair @MPaparinskis and H.E @MargersKrams for a courtesy call. 🙏🏾 No means of talanoa can be more meaningful than a good face-to-face meeting.
Secretary General Baron Divavesi Waqa met with H.E Margers Krams, Ambassador of Latvia to Australia and New Zealand and Special Envoy to the Pacific, along with Professor Martins Paparinskis, Chair of the 2025 International Law Commission (ILC) on 13 August.
Key discussions included strengthening collaboration between Latvia, the ILC, and the Pacific Islands Forum (PIF) on climate change and sea level rise, aligning with the Pacific Islands Forum Secretariat’s position articulated in the 2021 PIF Maritime Zones Declaration and the 2023 Statehood Declaration.

The Consultative Committee of the Rarotonga Treaty convened today at the Pacific Islands Forum Secretariat, advancing discussions on the operationalisation of the Treaty in line with Forum Leaders’ mandate.
The meeting was chaired virtually by Rose Kautoke, Senior Crown Counsel, Attorney General’s Office, Tonga.
The world is interconnected. Anything can happen. Remoteness is no longer a blockade. The continued “peace” we enjoy in our region should not be taken for granted. Building on the foundations contributed by the CTBT are crucial for our ocean of peace. #CTBTO#PIF#Partnership

Today, Secretary General, Baron Divavesi Waqa, met with Dr. Robert Floyd, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO).
Dr. Floyd updated SG Waqa on the recent developments related to the Comprehensive Nuclear-Test-Ban Treaty and discussed avenues for continued cooperation between the CTBTO and PIF.

The last time there was a signature was in 1996. RMI’s signing was indeed historical. Very pleased to have witnessed it. Amongst the geo-strategic interest and powerplay by super-powers in the region, RMI’s pathway signals a way forward for non-Party Forum Members.

A busy week in Nasonini - on the fringes of the Pacific CEDAW and the Pacific Ocean's Ministers Meeting, a small but significant event was held to witness the Republic of the Marshall Islands deposit their signature to the Rarotonga Treaty, reaffirming their commitment to a nuclear-free Pacific.
Ocean's Ministers & officials were in attendance to witness this historic event this afternoon.
The Rarotonga Treaty is a regional agreement that establishes the South Pacific as a nuclear-weapon-free zone.
Signed on August 6, 1985 (in Rarotonga, Cook Islands), The purpose of the Treaty is to prohibit the manufacturing, possession, stationing, and testing of nuclear explosive devices in the South Pacific.

States carry an important duty in ensuring protection of their people (including women and girls) and that "continuity of statehood" (irrespective of the impacts of sea-level rise) is necessary and fundamental for that protection to be implemented and for it to endure.

Secretary General, Baron Waqa today joined the Republic of the Marshall Islands (RMI) Students Association, RMI community in Fiji, high- level dignitaries, other student associations, civil society organisations at the University of the South Pacific, Laucala campus, Suva to commemorate the Nuclear Victims Remembrance Day.
This event was held to stand in solidarity with the people of RMI to mourn the past, honour the spirit of survivors and continue advocacy on nuclear justice, nuclear non- proliferation and nuclear disarmament.
"these efforts often exist in isolation, lacking a cohesive framework to bring them all together, ... Now must be the time to build on these successes and create an integrated, long-term, visionary, Pacific-centric “rules-based order”.
“Pacific nations can strengthen their collective bargaining power on the global stage — while in the long-term putting in place rules that would over time become a critical part of customary international law,” says @STekiteki and Joel Nilon.
