Minister Ziyambi Ziyambi had to take Parliament back to Constitutional Studies 101 today, patiently explaining the difference between a term length and a term extension during the CA3 debate. In simple terms, changing how long a future term lasts is not the same thing as extending someone's current term. Judging by the confusion that has dominated some of the public discourse, the refresher was probably overdue.😄
Hon. Susan Matsunga, CCC MP for Budiriro North, backed the #CAB3 clause on electing the President through Parliament, saying it helps prevent political instability and infighting within parties. "The people's voice is not removed by this reform; it travels by a different and steadier route. The people elect Parliament. Parliament, in turn, elects the President and holds the President to account, not once every several years, but continuously, through the confidence of Parliament. Executive authority continues to derive from the people, which is the very principle section 88 of our Constitution lays down. Only the transmission mechanism changes."
"Clauses 11, 12 and 13 carry the same logic into the drawing of electoral boundaries. They establish a dedicated Zimbabwe Electoral Delimitation Commission chaired by a judge of Supreme Court standing and composed of members chosen for defined expertise in law, in administration and governance, and in demography or cartography. Here too there was agreement in this House that crossed the aisle: that the Commission's proper task is to conduct elections, and that the drawing of boundaries, distinct and technical discipline, belongs with a body built for it. The Bill also extends the interval between the drawing of boundaries and the election that follows, from six months to 18, so that no one who runs the race also draws the field, and so that the field is settled well before the contest begins." - Minister Ziyambi.

At present, the President appoints the Prosecutor General on the recommendation of the Judicial Service Commission, a body composed of the most senior judges in the land. But those same judges are the very persons before whom the Prosecutor-General's decisions will come, in trials, in bail applications, in reviews and in appeals. To have the judges who will adjudicate the prosecutor's cases also select the prosecutor is not a safeguard of independence; it is a structural conflict of interest written into the constitutional text. More than 70 Zimbabweans have been repatriated through the Beitbridge Border Post as Government intensifies efforts to assist citizens returning from South Africa. The returnees described the intervention as a welcome relief following difficult experiences in parts of the neighbouring country.

I passed through Kuwadzana Roundabout yesterday and this is what caught my attention. Moments like these remind us that there is a lot happening in Zimbabwe that deserves recognition.
One thing we must continue to do is educate people on the history and purpose of our independence struggle. Zimbabwe fought for the right of its people to determine their future through democratic participation. That future can be shaped through different electoral systems, including indirect elections, which are used in many countries around the world.
It is equally important to separate fact from fiction on #CA3. The Bill proposes changes to term length, not term limits. The constitutional limit on the number of terms remains untouched. There is a difference, and public debate should be based on what the Bill actually says, not on misinformation.
