OMBUDSMAN REMULLA: MAY MODUS UMANO SA PHILHEALTH BILLING, RESIBO PINAPALITAN

Isiniwalat ni Jesus Crispin Remulla ang umano’y modus sa ilang transaksyon na may kaugnayan sa Philippine Health Insurance Corporation kung saan pinagbabayad umano ng cash ang mga pasyente kahit sinasabing hindi sakop ng PhilHealth—ngunit kalaunan ay pinapalitan umano ang resibo upang palabasing may bayad mula sa state insurer.

Sa panayam sa programang Executive Session sa DZRH, ipinaliwanag ni Remulla ang umano’y sistema:

“Yung cash kini-kickback nila. Sinasabi nila hindi covered ng PhilHealth pero titirahin nila.”

Ayon pa sa Ombudsman, may mga kasong umaabot umano sa ganitong sitwasyon:

“Na-bill ka ng ₱75,000… pag alis mo papalitan nila yung resibo. Ang talagang ibabayad lang yung ₱35,000 sa ospital, kukunin nila yung diperensiya.”

Gayunman, sinabi ni Remulla na mahirap umano itong imbestigahan dahil kabilang ito sa tinatawag niyang “gray area” ng kapangyarihan ng kanilang tanggapan.

Pinayuhan niya ang publiko na itago ang kanilang hospital receipts bilang ebidensya sakaling kailanganin sa pagsasampa ng kasong falsification of documents laban sa mga sangkot.

Kinuwestiyon din niya ang umano’y overcharging sa emergency room services ng ilang pribadong ospital.

“Kaya ‘pag na-ER ka para kang nagulpi uli.”
