But as I explained @uaustinorg, Broken Windows is a theory about how communities collapse—and what the cops do to stop them.
In 2005, street level meth was graded at 40-50% purity.
Today it averages about 95% purity across the country.
Meth is the #1 drug of choice for Utah’s “high-utilizers” who are trapped in a cycle of crime, jail, ERs, victimization, etc.

Sam’s writing is relevant because policymakers & leaders need to recognize the new arena we are in- it’s not the same drug supply as 2005.
When it comes to fentanyl, Mr. Quinones sums it up well- “the supply creates the demand”

Today we brought together researchers, farmers, business leaders, conservation groups, philanthropists, and state and federal partners to discuss the next phase of work and build on the momentum already underway.
Afterward, we joined @UtahDNR and volunteers from @ACC_National at Farmington Bay to improve trails and remove invasive weeds.
Saving the lake is a long game. It takes policy, partnership, and people willing to roll up their sleeves. I’m so grateful to everyone helping move this work forward.
