The Monetary Authority of Singapore wants 100% reserve backing at all times, segregated custody, stress testing, and mandatory wind-down plans.
Only licensed issuers can call their tokens "MAS-regulated stablecoins."
The US GENIUS Act, the EU's MiCA, Hong Kong, and Japan already enforce similar rules.

The latest consultation marks another step in defining how #stablecoins can operate within Singapore's broader financial and payments framework.
πΈπ¬ NOW: Singapore's MAS proposes amendments to the Payment Services Act to establish a formal regulatory framework for stablecoins, open for public comment until October 16.
The conversation around #stablecoin payments is maturing. Cross-border payments remain one of the clearest use cases being explored.
The focus is increasingly shifting from whether stablecoins can support cross-border payments to how they can do so at scale. Regulation, liquidity, FX infrastructure and integration with existing financial systems will ultimately shape their practical role.
π₯ INSIGHT: The IMF say that stablecoins could make cross-border payments faster and cheaper.
But they argue that it requires stronger regulation, foreign-exchange buffers, and fiscal discipline.
