Thank you to all who have worked with CAR over the past 15 years. We remain more committed than ever before to tackling weapon diversion around the world.
This week mark's CAR's 15th anniversary. When we first started in 2011, our mission was clear: put boots on the ground in conflict hotspots around the world to understand exactly what weapons were being diverted, and how. 15 years later, that core mission hasn't changed (1/3)
If anything, our mission is more important now than ever. From Yemen to the Sahel, from Ukraine to Somalia, CAR is on the ground working to generate unique evidence of weapon diversion and to support governments to tackle the problem at source.
CAR’s findings suggest that Houthi domestic production capabilities remain limited and continue to rely on external support and Iranian-origin weapon systems. (5/5)

Between August 2024 and June 2025, CAR documented more than 800 missile and UAV components recovered from multiple Red Sea maritime seizures destined for Houthi forces in Yemen 🧵(1/5)
The vast majority of these components are foreign-made, with only 5% linked to Iran production. Most of these would fall under the Common High Priority List (CHPL), which guides governments and industry to address electronic components most critical to missile development. (4/5)
CAR’s 2025 documentation of Red Sea maritime seizures reveals the Houthis’ rapidly evolving and increasingly advanced missile and UAV capabilities, including systems capable of threatening shipping and infrastructure across the wider region.

CAR’s follow-on investigations further identified the involvement of Iran-linked entities in the transfer chain, highlighting a potential procurement link between Iran and Myanmar – two countries under significant sanctions. (5/5)

Through formal tracing, CAR established the recipient of the motor as Synpex, a Myanmar-based company. The transfer comprised five shipments of 300 motors carried out between 2020–2023. (3/5)
Synpex was sanctioned by the UK in 2021, and subsequently by Canada in 2023 and the US in 2024, for its role in brokering military equipment for the Myanmar military. Synpex was not under sanctions when the initial transfer took place. (4/5)
