Developers rely on returns from selling luxury flats as there's no money in affordable housing without grant.
So not only would you risk viability for more pricey homes you'd cut affordable supply as well.
Instead of tinkering, it's time for a fairer proportional property tax.

Labour is considering plans to extend the mansion tax to properties worth more than £1.5 million in the Budget in a move that would hit nearly 300,000 homes
The government originally announced an extra levy worth between £2,500 and £7,500 a year on properties worth more than £2 million at the budget last November. It was expected to hit about 134,000 homes
John Healey, the chancellor, is now considering extending the levy to properties worth more than £1.5 million, which would mean the number of properties caught by the tax would more than double to 271,000 homes based on current values
Two government sources told The Times that lowering the threshold was a “live discussion” in the Treasury as Healey tries to find about £10 billion to balance the books in the budget on October 28. Experts have suggested that the proposal could raise £800 million a year
A Whitehall source said it would signal a more “aggressive” approach to taxing wealth in a move that would appeal to backbenchers while raising additional revenues
“This is seen as the most viable option because the Valuation Office is already doing the work to identify the homes worth more than £2 million, so it isn’t a massive change to capture those over £1.5 million,” they said
A second government source confirmed the discussions but said there were concerns that the change would hit more modest properties in London and affect people who are not wealthy. They emphasised that no decisions have been taken
The government will not push ahead with plans to overhaul stamp duty and council tax that were championed by Andy Burnham because they would take years to implement and involve a huge revaluation exercise

It's disingenuous to challenge Oxford Street pedestrianisation on environmental grounds and laughable to call out noise pollution impact.
There's lots of valid questions and answers needed. Not sure the toys-from-pram approach is the best way to get them.

London has benefited hugely from the power of planning call-ins. Nearly 20 years of a regional layer of governance to unblock development and get homes being built.
They've almost always been approvals. It'll work just as well outside the capital too.

"It's never as bad as you think it is."
How do you know? Do you understand their despair to think you know there's a better way?
Understand what is making them feel this way through empathy. Don't assume you have answers or a life which proves it isn't 'as bad as' they think.
Can I be honest …
Committing suicide knowing you have family and friends is extremely selfish.
You leave your friends friendless, your children parentless and your partner forced to deal with loneliness.
Not only that but you leave your loved ones with the excruciating pain of wondering what they could’ve done, how they could’ve helped and how they could’ve stopped your decision to murder yourself.
They are left with a permanent question mark and guilt of a situation they did not cause. All because of one individuals inability to consider others.
We need to start raising our children to stop being emotionally weak and teach them that …
1. Emotions are temporary.
2. To stop living an individualistic lifestyle but to instead be consider others.
I'm devastated for the family and friends of Jason Arday.
He faced an unacceptable public hounding and campaign of abuse. I know many Londoners will be angry and upset this evening.
Jason Arday was the victim of a pernicious public shaming that other people in his position simply wouldn’t have faced.
His death was a tragedy, but once again it should be a wake up call for all of us.
This is just bare homophobia from a viral content creator who's given voice to some questionable views on sexuality, gentrification, masculinity and relationships among others. Time to call it a day.
