Le #Secrétaire_Général rencontre le Ministre des Affaires Étrangères du #Cameroun
New York : 24 septembre 2026
At the Open Session of the African Union Peace and Security Council (PSC) on “Good Neighbourliness and Regional Responses to Security and Terrorism Challenges in Africa,” held in New York on the margins of the 81st Session of the UN General Assembly, H.E. Corrine Amori Brunet, Minister of Foreign Affairs of #Benin and PSC Chairperson for September, and H.E. Mahmoud Ali Youssouf, Chairperson of the AU Commission, @ymahmoudali, called for strengthened African cooperation to address security threats that increasingly transcend national borders.
Minister Brunet underscored that Africa’s response must be guided by the principles of sovereignty, territorial integrity, peaceful settlement of disputes & solidarity among Member States. She noted that while borders define territories & sovereign responsibilities, they are also spaces where communities live, work, trade & maintain family & cultural ties.
She stressed that good neighbourliness is not merely a principle, but a practical necessity for collective security. Even during periods of political tension, neighbouring States must preserve channels for timely information-sharing, security & judicial cooperation, & the protection of legitimate cross-border exchanges.
The Minister also highlighted the importance of listening to communities living in border areas, including ensuring the meaningful participation of women in preventing tensions & informing peace & security decisions. She recalled existing AU & regional frameworks, including the AU Border Programme & the Niamey Convention on Cross-Border Cooperation, stressing that the priority is to better connect & operationalise existing mechanisms rather than create parallel structures.
Chairperson Youssouf welcomed Benin’s initiative to place good neighbourliness at the centre of the PSC’s deliberations. He noted the continued proliferation of armed groups & terrorist movements in parts of Somalia, the Sahel, eastern DRC & northern Mozambique, where porous borders & limited State presence can create vulnerabilities exploited by terrorist & criminal networks.
He highlighted patterns including the recruitment & indoctrination of young people, exploitation of social inequalities, extortion, human & drug trafficking, and illicit financing networks.
The Chairperson reaffirmed the AU Commission’s commitment to strengthening border governance through the African Union Border Programme, & stressed that national efforts alone cannot adequately address threats that operate across jurisdictions.
He underscored the importance of the AU’s Continental Counter-Terrorism Strategic Action Plan & called for stronger coordination among Member States, Regional Economic Communities & Regional Mechanisms, with intelligence-sharing, exchange of experiences, institutional preparedness and prevention of radicalisation at the centre of collective action.
He further emphasised that stronger governance & resilient communities are essential foundations for sustainable peace & security, reaffirming the AU Commission’s readiness to support Member States & regional organisations.
H.E. @AmbMKimani , UN Assistant Secretary-General for Africa, underscored the need to translate good neighbourliness into practical cooperation, including joint action, intelligence-sharing, early warning, harmonised legal frameworks & stronger efforts against terrorist financing & organised crime.
He underscored that Africa’s transnational security challenges require transnational cooperation; transforming borders from zones of vulnerability into bridges of peace, security, trade & shared prosperity.
