Exploring the convergence of Digital Public Infrastructure for Land and Credit
Today, Secretary, Department of Land Resources (DOLR), Shri Narendra Bhooshan had an engaging interaction with Mr. Sahil Kini, CEO, RBI Innovation Hub (RBIH), and Shri Abhishek Poddar, Chief Product Officer, Shri Arun Seethamraju, VP and Ms. Aditi Dubey, RBI Assistant General Manager– Solutioning & Partnerships, in presence of JS (LR) Shri Parikipandla Narahari, Shri Shyam Kumar (Director, LR) and Shri Amit Kumar Singh (Director, LR) to explore the synergies between DOLR's initiatives and the Unified Lending Interface (ULI). The discussion focused on how trusted, interoperable digital land records can become a key enabler of frictionless, consent-based credit delivery, particularly for farmers and rural citizens.
As India builds the next generation of Digital Public Infrastructure, the convergence of DILRMP / Bharat Land Stack with ULI offers the potential to:
* Enable secure, standardized access to authenticated land records.
* Accelerate digital Kisan Credit Card (KCC) and other agricultural lending.
* Reduce transaction costs and turnaround time for borrowers.
* Strengthen risk management through features such as mortgage information and flag marking to prevent multiple financing.
* Expand financial inclusion by making land a trusted digital asset for access to credit.
The interaction also highlighted the importance of common data standards, API interoperability, wider adoption of ULPIN (Bhu-Aadhaar), and closer collaboration between the land governance and financial ecosystems to unlock the full value of India’s Digital Public Infrastructure.
The Department of Land Resources looks forward to continued collaboration with RBI Innovation Hub and all stakeholders in building a secure, interoperable, and citizen-centric digital ecosystem that transforms both land governance and access to formal credit.
