EU-UK cooperation on foreign policy, security, and defence has never been more important. There is strong momentum to deepen and accelerate our Security and Defence Partnership.

Congratulations on your new role as UK Foreign Secretary, @Ed_Miliband. It was a pleasure to meet you in Manila today, ahead of the ASEAN Regional Forum.

We had the opportunity to exchange on our support for Ukraine, freedom of navigation, the situation in the Middle East, and the broader geopolitical landscape.

I am confident we will work well together and continue strengthening the EU–UK partnership.

I welcome the agreement on the 21st sanctions package against Russia.

At a time when Ukraine has built military momentum, our sanctions continue to weaken the economic foundations of Russia’s war effort.

We’re adding 32 more Russian banks to our transaction ban list.

As well as crypto firms and oil trading platforms.

Freezing the oil price cap adjustment for a year, so that the Russian war machine does not benefit from market shocks.

For the first time, we’re targeting vessels assisting Russia’s shadow fleet.

And we took an important step towards formally banning Russian combatants from entering the EU.

We have agreed on the 21st sanctions package against Russia.

It delivers sweeping measures targeting Moscow’s financial system, its military-industrial complex and energy sector, that keep Russia's war economy running.

We are hitting Putin where it hurts most: cutting off the financial lifelines he relies on to sustain his war.

This is not the end of the road on sanctions. We are already working on the next steps. The EU must be ready to respond to any further Russian escalation.

Last week, we hosted a farewell reception for EU Ambassador @PedroSerranoEU, marking the conclusion of his four-year mandate in the UK at the end of August.
