لماذا تمت مقاطعة الانتخابات البرلمانية في محافظة الحسكة؟

إن مقاطعة الانتخابات البرلمانية التي جرت في محافظة الحسكة لم تكن موقفاً عابراً أو رد فعل مؤقت، بل جاءت نتيجة قراءة سياسية واضحة لطبيعة المرحلة وللآلية التي تُدار بها العملية الانتخابية في سوريا. فالمشاركة في أي انتخابات يجب أن ترتبط بوجود تمثيل حقيقي وعادل لكل المكونات السورية، وبوجود إرادة سياسية تجعل من المجلس المنتخب مؤسسة تشريعية ورقابية تعبّر عن إرادة الشعب، لا مجرد واجهة شكلية تُستخدم لتمرير القرارات وإضفاء الشرعية عليها.

ومن أبرز أسباب المقاطعة أن عدد المقاعد المخصصة لمحافظة الحسكة، وللشعب الكردي بشكل خاص، لا يعكس الواقع السكاني الحقيقي ولا حجم الحضور التاريخي والسياسي للكرد في سوريا. فالحسكة تُعد من أكثر المحافظات السورية تنوعاً، ويعيش فيها الكرد والعرب والسريان والآشوريون وغيرهم من المكونات التي يفترض أن تكون ممثلة بصورة عادلة ومتوازنة داخل أي مؤسسة وطنية.
كما أن الطريقة التي جرى بها تنظيم الدوائر الانتخابية في الحسكة أثارت الكثير من التساؤلات والاعتراضات. ففي الوقت الذي جرى فيه التعامل مع معظم المحافظات السورية كدائرة انتخابية واحدة أو ضمن إطار إداري موحد، تم تقسيم محافظة الحسكة إلى دوائر منفصلة مثل الحسكة وقامشلو وديرك، إضافة إلى فصل المناطق العربية عن المناطق الكردية، وفصل النواحي عن بعضها البعض بطريقة تعكس توجهاً واضحاً نحو إعادة توزيع المقاعد
على أسس إثنية ومناطقية.

هذا التقسيم لا يمكن اعتباره مجرد إجراء إداري أو تنظيمي، بل يمثل عملياً عملية فرز للمجتمع وتوزيع للتمثيل وفق اعتبارات قومية وطائفية، بدلاً من اعتماد مبدأ المواطنة والشراكة الوطنية. فبدلاً من تعزيز وحدة المجتمع السوري، جرى التعامل مع المحافظة بمنطق التقسيم الديموغرافي والسياسي، الأمر الذي يُضعف فكرة التمثيل الوطني الجامع ويحوّل العملية الانتخابية إلى عملية توزيع نفوذ بين المناطق والمكونات المختلفة.
كما أن المؤشرات السياسية الحالية توحي بأن الهدف الأساسي من هذه الانتخابات هو إعادة تفعيل البرلمان بأي شكل ممكن، بغض النظر عن مستوى التمثيل أو مدى تعبيره عن إرادة السوريين. ويبدو أن السلطة تسعى إلى تجاوز العقبات القانونية والسياسية المتعلقة بالمرحلة المقبلة، خاصة أن أي اتفاقات أو قوانين أو تفاهمات مستقبلية تحتاج من الناحية الدستورية إلى المرور عبر مجلس الشعب. ولهذا يتم التركيز على تشكيل المجلس بسرعة، حتى وإن كان ذلك على حساب التمثيل الحقيقي والمشاركة الوطنية الواسعة.

ومن المؤكد أن الأيام القادمة ستثبت هذه الحقيقة، عندما يتحول المجلس إلى مؤسسة تصادق على مشاريع الحكومة دون وجود معارضة فعلية أو نقاش جدي، ودون أن يُسمع موقف واضح يرفض أو يعترض على السياسات المطروحة. فالمجلس الذي لا يمتلك استقلالية القرار ولا يعكس التنوع السياسي والاجتماعي في البلاد، لن يكون قادراً على أداء دوره الرقابي والتشريعي كما يجب.
إن أي برلمان يغيب عنه الكرد والدروز، في ظل ما يتعرض له العرب العلويون من تهميش وإقصاء، إضافة إلى عدم تمثيل السريان والآشوريين وغيرهم من المكونات السورية، لا يمكن اعتباره مجلساً وطنياً جامعاً. فسوريا ليست بلداً ذا لون واحد أو هوية واحدة، بل هي وطن متعدد القوميات والثقافات والانتماءات، وأي محاولة لتجاهل هذه الحقيقة ستؤدي إلى تعميق أزمة الثقة بين الدولة والمجتمع، بدل المساهمة في بناء دولة قائمة على الشراكة والمساواة.
وبكل أسف، يبدو أن معايير الاختيار الوطني والكفاءة السياسية لم تعد هي الأساس في تشكيل هذا المجلس، وكأن هناك ملفات ومشاريع مؤجلة تحتاج إلى مؤسسة شكلية تمنحها الغطاء القانوني فقط، بينما الوظيفة الحقيقية للبرلمان يجب أن تتمثل في الدفاع عن مصالح الشعب، وسنّ القوانين بعد نقاش حر ومسؤول، ومحاسبة السلطة التنفيذية، وتمثيل جميع السوريين دون إقصاء أو تهميش.

إن مقاطعة الانتخابات لا تعني رفض العمل السياسي أو رفض مبدأ الانتخابات بحد ذاته، بل تعبّر عن موقف احتجاجي تجاه غياب العدالة في التمثيل، وتجاه تحويل البرلمان إلى مؤسسة فاقدة لدورها الحقيقي. كما أن أي عملية سياسية ناجحة في سوريا لا يمكن أن تقوم إلا على أساس الشراكة الوطنية الحقيقية، والاعتراف بجميع المكونات، وضمان تمثيلها العادل في مؤسسات الدولة كافة.

Salih Muslim, PYD co-founder, and one of the key architects of the political project of Rojava passed away this afternoon.

He gave everything for the people: his son Şervan fell in 2013 defending Girê Spî from radical islamic militants (ISIL). When his body returned to Kobani, hundreds welcomed him.

Şervan Muslim's mother did not cry when she saw her son's body and said: "My children are no better than the children of the people, after all, when I sent my children to war, I expected such things to happen, that's why I don't cry."

باستشهاده نفقد رفيقاً عزيزاً ومناضلاً وطنياً، إرثه النضالي ومواقفه المبدئية ستبقى حاضرة في ذاكرتنا ومسيرتنا.

نعزّي عائلته الكريمة، وعوائل شهداؤنا الأبرار، وعموم رفاق ورفيقات حزبنا (PYD)، وجميع المناضلين في حركة الحرية، وعموم شعبنا الذي فقد برحيله أحد أبنائه الأوفياء ومناضلاً كرّس حياته لقضية الحرية والكرامة.

We women must bring our collective universal strength to the forefront, as it is a strength of solution, becoming a leading force for freedom and peace worldwide.
