The National Oceanic and Atmospheric Administration (NOAA), under the direction of Under Secretary Neil Jacobs, is moving to eliminate important protections for the Rice’s whale. After already approving sweeping exemptions for the oil and gas industry during a March 31 federal committee meeting, NOAA is now taking steps to remove Rice’s whales’ ESA protections entirely.
The science is clear: Rice’s whale is a distinct species in urgent need of protection. Without strong Endangered Species Act safeguards, this species could disappear forever.
The public comment period closes in just a few days—on July 6. Tell NOAA: Protect Rice’s whale. Defend the Endangered Species Act. America’s whale deserves a future.

It is one of the ocean’s great wonders. A sea snail with a shell so iconic it has become part of coastal memory and culture. A grazer that helps shape seagrass ecosystems. A marine animal that begins life drifting in the plankton before settling into shallow waters and growing into the striking pink-lipped shell many people recognize instantly.
But beauty and resilience are not always enough. The queen conch gained protection under the Endangered Species Act in 2024, giving these vibrant creatures a fighting chance to rebuild their numbers and not reach extinction.
That is why H.R. 1897 is so dangerous.
H.R. 1897 would weaken the science-based foundation of the ESA and make it harder to defend species and the habitats they need to survive. ESC has warned that attacks on the ESA threaten wildlife by stripping scientific oversight and weakening habitat protections.
