Actually an ITIN is not legal for work purposes. They can only file taxes with an ITIN. If they work legally under an ITIN you have to classify them as a contractor. IF (big if) they file to pay taxes, then they would pay the self employment taxes of SS/Medicare. However ITINs do not count towards being eligible for these benefits, only self employed SSNs.

Social security only tracks earnings under an SSN.

Medicare benefits are based on 40 quarters, or 10 years, of working under an SSN.

No illegal should get Social Security or Medicare benefits.
