The latest ceasefire between Israel and Lebanon offers a chance to prevent a return to full-scale hostilities.

But the death of a UNIFIL peacekeeper and continued skirmishes underscore the tenuous nature of what was agreed.

The best way to reduce the threat posed by Hezbollah is to strengthen the Lebanese state, empower its institutions, and restore its monopoly on the use of force.

To support this effort, the EU today agreed to provide an extra €100 million to Lebanon’s Armed Forces.

Today, @LebISF & @CivilDefenseLB received specialized maritime equipment to strengthen #Lebanon’s maritime preparedness and emergency response capabilities.

The equipment included specialized diving equipment, communications systems, Zodiac inflatable boats, and maritime vessels for search and rescue operations, and rehabilitation of key Civil Defense maritime assets, including a firefighting boat and an operational vessel.

The event was attended by Major General Raed Al Abdallah, Director General of the Internal Security Forces, representing H.E. Ahmad Al-Hajjar, Minister of Interior and Municipalities; H.E. Sandra De Waele, @EUAmbLebanon; Ms. @BlertaAliko, Resident Representative of UNDP; and representatives of the Lebanese Civil Defense; and senior officers and officials from partner institutions.

Funded by @EUinLebanon and supported by UNDP, the equipment will enhance maritime safety and security and improve search-and-rescue operations.

Today, UNICEF, together with the @EUinLebanon , the @MEW_Leb , and the North Lebanon Water Establishment (NLWE), marked a key milestone in strengthening wastewater services in North #Lebanon through the transfer and operationalization of the Tripoli Wastewater Treatment Plant under NLWE management.

In times of crisis and conflict, sustaining wastewater services is critical to protecting public health, preserving water resources and reducing pollution.

#Lebanon launches EUR 32 million programme for conflict-affected areas with support from the European Union, Denmark and France

Beirut, 19 May 2026 – The Government of Lebanon, the European Union, Denmark and France, through Agence Française de Développement (AFD), officially launched today a EUR 32 million programme aimed at supporting conflict-affected areas in South Lebanon and the Bekaa Valley.

The programme was initially conceived following the November 2024 ceasefire. It is now being launched at a particularly difficult time for Lebanon and has been adapted accordingly: supporting national institutions in preparing for recovery, while supporting response to urgent needs on the ground. Once conditions allow, the programme will support longer-term recovery by strengthening the capacities of local authorities, helping local businesses get back on their feet, supporting sustainable agriculture, and creating employment opportunities for the most vulnerable.

The launch ceremony took place at the Grand Sérail in the presence of H.E. Prime Minister Dr. Nawaf Salam, H.E. Minister of Finance Yassine Jaber, Mr. Michael Karnitschnig, Acting Director-General for the Middle East, North Africa and the Gulf at the European Commission, H.E. #لبنان يطلق برنامجاً بقيمة 32 مليون يورو للمناطق المتضررة من النزاع بدعم من الاتحاد الأوروبي والدنمارك وفرنسا

بيروت، 19 أيار 2026 – أطلقت اليوم الحكومة اللبنانية والاتحاد الأوروبي والدنمارك وفرنسا، من خلال الوكالة الفرنسية للتنمية، برنامجاً بقيمة 32 مليون يورو يهدف إلى دعم المناطق المتضررة من النزاع في جنوب لبنان والبقاع.

ووُضع البرنامج في الأصل عقب وقف إطلاق النار في تشرين الثاني 2024. ويتم الآن إطلاقه في وقت عصيب يمر به لبنان، وقد جرى تعديله وفقاً لذلك لدعم المؤسسات الوطنية في الاستعداد للتعافي، مع دعم الاستجابة للاحتياجات العاجلة على الأرض. وبمجرد أن تسمح الظروف، سيدعم البرنامج التعافي في المدى الطويل من خلال تعزيز قدرات السلطات المحلية، ومساعدة المؤسسات المحلية على استئناف أعمالها، ودعم الزراعة المستدامة، وإيجاد فرص عمل للفئات الأكثر ضعفاً.

وأُقيم حفل الإطلاق في السراي الكبير بحضور رئيس #مجلس_الوزراء الدكتور #نواف_سلام، ووزير المالية ياسين جابر، والمدير العام بالإنابة لمنطقة الشرق الأوسط وشمال إفريقيا والخليج في المفوضية الأوروبية مايكل كارنيتشنيغ، وسفيرة الاتحاد الأوروبي في لبنان ساندرا دو وال، والسفير الفرنسي في لبنان هيرفيه ماغرو، والسفير الدنماركي في لبنان كريستوفر فيفيك، إلى جانب ممثلين عن المؤسسات اللبنانية، والوكالة الفرنسية للتنمية، والمنظمات الشريكة.
وقال معالي وزير المال ياسين جابر: «باسم الحكومة اللبنانية، أتقدّم بجزيل الشكر إلى الاتحاد الأوروبي وفرنسا والدنمارك على هذه الهبة السخية البالغة 32 مليون يورو، دعماً للمناطق المتضرّرة من الحرب، والمؤسسات الصغيرة والمتوسطة، والحوكمة المحلية.
يأتي هذا الدعم في لحظة حرجة بالنسبة إلى لبنان، فيما نواجه مجدداً أعمالاً عدائية متجددة، ودماراً واسعاً، ونزوحاً كبيراً. إن مساهمتكم ليست في توقيتها المناسب فحسب، بل تشكّل أيضاً مثالاً قوياً على التضامن الدولي المنسّق، بما ينسجم مع الأولويات الوطنية والحاجات المحلية الملحّة.
إن تحديات اليوم تتطلب أكثر من المساعدة التقليدية؛ فهي تتطلب المرونة والسرعة والشراكة. فلبنان يحتاج إلى وقف للأعمال العدائية والعودة إلى استقرار دائم، لا إلى هدن هشة لا ترقى إلى تحقيق استقرار مستدام.
رسالتنا اليوم واضحة: لبنان يحتاج إلى دعم قوي ومنسّق ومرن، دعم يساعد على الحفاظ على التماسك الاجتماعي، والاستجابة للحاجات الإنسانية الملحّة، ووضع الأسس لتعافٍ موثوق ونمو شامل.
ما زالت قدرة لبنان على الصمود موضع اختبار، لكن الصمود وحده لم يعد كافياً. وبفضل دعم دولي منسّق وفي الوقت المناسب، يمكننا الانتقال من إدارة الأزمات إلى التعافي والإصلاح وتجديد الأمل».
وقال كارنيتشنيغ إنّ "الاتحاد الأوروبي يقف إلى جانب لبنان، مقدماً المساعدات الإنسانية والدعم الملموس للتعافي الاقتصادي. ونحن نعتبر أن التعافي الحقيقي يتطلب تعاوناً بين القطاعين العام والخاص. والاتحاد الأوروبي على استعداد لحشد أموال إضافية لاستعادة سبل العيش وإعادة بناء الثقة في الاقتصاد اللبناني، مما يؤكد الحاجة الملحة لإعطاء السلطات الأولوية لتنفيذ إصلاحات جوهرية".

من ناحيته، قال فيفيك إنّه "بفضل القيادة والتنسيق اللبناني القويين، أعتقد أنه يمكننا معاً ضمان أن يحقق هذا المشروع، وهو الأول من نوعه، كامل إمكاناته ويصبح نموذجاً مهماً لجهود التعافي والاستقرار في المستقبل."

ولفت ماغرو إلى أنّ "فرنسا طالما اختارت الوقوف إلى جانب لبنان في المدى الطويل، بما في ذلك خلال أصعب الفترات. ومن خلال هذا البرنامج، نستثمر في الأراضي المحلية والمؤسسات العامة والزراعة والشباب، انطلاقاً من إيمان راسخ بأن تعافي جنوب لبنان والبقاع سيعتمد أيضاً على إنعاش الاقتصادات المحلية وإيجاد فرص ملموسة للمجتمعات المتضررة".

وفي ظل سياق يتّسم بعدم الاستقرار المستمر، والأزمة الاقتصادية، وتزايد التحديات الإنسانية والاجتماعية، يعكس هذا البرنامج الالتزام المشترك للاتحاد الأوروبي والدنمارك وفرنسا بمواصلة دعم جهود لبنان لتحقيق الاستقرار والتعافي، مع تعزيز دور المؤسسات اللبنانية والسلطات المحلية في قيادة مبادرات التعافي وتنفيذها.

يُنفّذ البرنامج على مدى أربع سنوات (2026-2029)، وسيدعم جهود التعافي في المناطق المتضررة بشدة من تداعيات النزاع، في جنوب لبنان والبقاع. وتبلغ ميزانية البرنامج الإجمالية 32 مليون يورو، ممولة بمنحة من الاتحاد الأوروبي مقدارها 24.8 مليون يورو، وتمويل مشترك من وزارة الخارجية الدنماركية بنحو 5.35 مليون يورو، ومساهمة من الوكالة الفرنسية للتنمية بقيمة مليوني يورو.

Together with the @EUinLebanon, we met children and families displaced by the ongoing conflict during visits to a shelter, a temporary learning space, and a Makani centre in #Beirut.

As hostilities continue to disrupt lives, learning, and children’s sense of safety, EU support provides safe spaces where children can continue learning, receive psychosocial support, and access essential healthcare services.

Through the generous support of the European Union, UNICEF is helping children continue their education at shelters and within communities by expanding access to Makani centres and temporary learning spaces, ensuring that both in-school and out-of-school children can keep learning in ways that meet their needs.

We thank the European Union for standing with children and families in #Lebanon during this emergency.
