Can polymer-modified bitumen (PMB) be recycled?
Yes.
Contrary to certain beliefs, PMB used in asphalt does not hinder asphalt recycling. An aged PMB binder can be effectively reused in new mixes, often with rejuvenators or virgin binder to ensure good performance.

‘Cost of fixing potholes hits £18bn, industry body estimates’
Our latest ALARM survey findings are featured on the BBC today, highlighting that it would now cost £18.6bn to tackle the carriageway maintenance backlog across the England and Wales.
The survey continues to provide one of the most comprehensive pictures of the condition of the local road network and pressures facing those responsible for maintaining it.
#ALARM2026
The latest Annual Local Authority Road Maintenance (ALARM) survey reveals the scale of the challenge in England and Wales: £18.62 billion is needed to fix local roads and 49% of the network is reported to have less than 15 years’ structural life remaining.
The report was published today by the Asphalt Industry Alliance (AIA), a partnership between Eurobitume and the Mineral Products Association.
Our Technical Lead and AIA Director, Dr Ian Lancaster, said: “The ALARM 2026 report reveals that much of the UK local road network is reaching critical condition, and highlights the urgent need for investment in high quality, innovative solutions that can extend the lifespan of the network.”

#ALARM2026
⚠This year’s ALARM survey report has again given us a clear picture of the state of our local road network, and the scale of the challenge has never been greater.
ALARM 2026 reports that local authorities in England and Wales now face a record £18.62 billion backlog of carriageway repairs that would take 12 years to clear, despite an increase in funding.
So, what does this mean for the roads we rely on every day?
It will be some time before the impact of increased funding levels, if fully delivered, will be noticed by the public, so road users should not expect a quick fix to the condition of our local roads.
The ALARM survey report 2026 also reveals that:
· 1.9 million potholes have been filled over the last year – the equivalent of more than 5,200 every day of the year.
· 49% of local roads have less than 15 years’ structural life remaining – equivalent to just over 100,000 miles of the local road network.
· Roads are only resurfaced, on average, once every 97 years.
