It will never pass because it will take 2/3ds of Congress and 3/4ths of all 50 state legislatures to change the U.S. Constitution, which only allows for income taxation, not assets. It will be easily challenged in court as it violates the Constitution on multiple fronts - the direct tax clause, the 5th, 14th, 16th Amendments and more.

It would unconstitutionally tax unrealized paper gains—like the increased value of a house even if it’s not sold—and even illiquid assets.
It would take an expensive, intrusive army of bureaucrats to figure out asset values and those fights, too will tie up courts for years to come.

Democrats instead repeatedly don’t focus on first stopping waste, fraud and abuse in government - including the $2.4T blown on wrong payments since 2004, the hundreds of billions of dollars wasted and stolen in Medicare, Medicaid, pandemic relief and more. Fix your house first before you overtax the house itself. Government should demonstrate it can effectively manage existing tax revenues before seeking additional revenue.
