À l’ouverture de la 49ᵉ session ordinaire du Conseil exécutif de l’Union africaine, le Président de la Commission de l’Union africaine, S.E. Mahmoud Ali Youssouf, a souhaité la bienvenue aux ministres des Affaires étrangères, aux membres du Comité des représentants permanents (COREP), aux Commissaires, aux Secrétaires exécutifs des Communautés économiques régionales (CER) ainsi qu’à l’ensemble des délégations participantes.

Le Président a félicité S.E. M. Édouard Bizimana, Ministre des Affaires étrangères et de la Coopération au développement de la République du Burundi, pour son accession à la présidence du Conseil exécutif, tout en lui assurant du plein soutien de la Commission dans l’exercice de son mandat.

Dans son allocution, le Président a souligné que cette session du Conseil exécutif se tient dans un contexte international marqué par une incertitude croissante et des évolutions géopolitiques complexes ayant des répercussions directes sur les économies africaines.

Évoquant la situation au Moyen-Orient, notamment les développements affectant le détroit d’Ormuz, il a indiqué que la Commission suit de près l’évolution de la crise ainsi que ses conséquences pour le continent. Il a précisé que la Commission continue de fournir aux organes politiques de l’Union des analyses régulières afin d’éclairer la prise de décisions et de favoriser des réponses collectives appropriées.

S’agissant de la paix et de la sécurité, le Président a exprimé sa vive préoccupation face à la poursuite de l’expansion du terrorisme et de l’extrémisme violent dans plusieurs régions d’Afrique. Rappelant les visites de solidarité qu’il a récemment effectuées dans les pays du Sahel, il a réaffirmé l’engagement constant de l’Union africaine à accompagner les États membres dans leurs efforts pour relever ces défis sécuritaires communs.

Abordant les questions de santé publique, le Président a évoqué l’épidémie d’Ebola qui sévit actuellement en République démocratique du Congo, soulignant la gravité de la situation humanitaire et sanitaire. Il a présenté les condoléances de la Commission aux familles des victimes et réaffirmé la solidarité de l’Union africaine avec le Gouvernement et le peuple congolais. Il a également rappelé que le Centre africain de contrôle et de prévention des maladies (Africa CDC) coordonne la réponse continentale en étroite collaboration avec les autorités nationales ainsi que les partenaires régionaux et internationaux.

Sur les questions institutionnelles et financières, le Président a salué le travail du Comité des représentants permanents (COREP), dont l’engagement contribue au bon fonctionnement de la Commission. Il a également exprimé sa reconnaissance aux partenaires internationaux de l’Union africaine pour leur soutien à la mise en œuvre des programmes et priorités continentales.

Le Président a toutefois souligné que la réalisation des ambitions de l’Agenda 2063 nécessitera une mobilisation financière beaucoup plus importante, estimée à près de 2 milliards de dollars américains. À cet égard, il a rappelé que la responsabilité première de la Commission est de créer un environnement politique, institutionnel et réglementaire propice à une augmentation des investissements publics et privés en faveur de la transformation du continent.

Il a réaffirmé que la Commission continuera à mettre pleinement à profit les plateformes multilatérales et les partenariats stratégiques afin de promouvoir les priorités et les intérêts de l’Afrique sur la scène internationale.

Évoquant les réformes institutionnelles, le Président a informé le Conseil exécutif de l’achèvement du processus d’évaluation des compétences (Skills Audit and Competency Assessment – SACA). Il a également réaffirmé l’engagement de la Commission en faveur d’une gestion financière rigoureuse, du renforcement de la redevabilité et d’une gestion axée sur les résultats.

En conclusion, le Président a exhorté les États membres à accélérer la signature, la ratification et la mise en œuvre des instruments juridiques de l’Union africaine afin de consolider l’architecture institutionnelle et juridique de l’Organisation. Il a également appelé les États membres à poursuivre leur soutien aux candidatures africaines aux postes au sein des organisations internationales, conformément aux décisions soumises au Conseil exécutif.

Le Président de la Commission @ymahmoudali a enfin souhaité plein succès aux travaux de la 49ᵉ session ordinaire du Conseil exécutif et formulé le vœu que ses délibérations contribuent au renforcement de l’action collective de l’Union africaine au service des peuples du continent.

At the Extraordinary Session of the @AfricanUnion Assembly on Africa's Health in Accra, #Ghana, hosted by H.E. @JDMahama , President of the Republic of Ghana, & chaired by H.E. @GeneralNeva , President of the Republic of Burundi & Chairperson of the African Union (AU), the Chairperson of the AU Commission, H.E. Mahmoud Ali Youssouf, @ymahmoudali, called for a decisive shift from commitments to implementation in advancing Africa's #health agenda.

In his keynote address, he underscored that the AU Roadmap to 2030 & Beyond is Africa's implementation compact, designed to end AIDS, eliminate preventable maternal & child deaths, combat communicable & non-communicable diseases, strengthen resilient health systems, & advance Universal Health Coverage.

Emphasising that Africa's health sovereignty depends on stronger domestic financing, local manufacturing of #medicines & #vaccines, robust regulatory systems, research & innovation, & sustained political leadership, he urged Member States to translate the Accra Declaration & national pledges into measurable action.

"Future generations will remember this Summit not for our speeches, but for whether we changed the trajectory of health in Africa."

The Extraordinary Session brings together African leaders & key partners to advance collective action towards ending AIDS & tuberculosis, improving maternal & child health, strengthening resilient health systems, & accelerating Universal Health Coverage across the continent.

During bilateral talks on the sidelines of the AU Extraordinary Summit in Accra, I reiterated Ghana’s call for the African Union to formally address the escalating xenophobic attacks on foreign nationals in South Africa. I am pleased that AU Commission Chairman Mahmoud Ali Youssouf has acknowledged the urgent need to table this matter for discussion at the next AU Summit.

In my meeting with a special envoy dispatched by President Cyril Ramaphosa to meet with me in Accra earlier in the week, I made Ghana’s position clear to the envoy. We do not harbour ill will toward South Africa. However, we remain deeply concerned about the attacks and the significant capital losses suffered by people from various countries on the continent.

This undermines the very spirit of African solidarity and our collective efforts toward continental integration.

Sweeping this matter under the carpet will not resolve its root causes. That is why Ghana officially wrote to the AU Commission requesting that this issue be placed on the agenda for the next summit.

Placing this on the AU agenda gives South Africa a formal, constructive platform to share its perspective, and together, as a continent, work toward a lasting solution.

Let us remember that our strength as a continent lies in our unity. Ghana remains committed to working with all AU member states to find lasting solutions that protect the dignity, safety, and investments of every African, everywhere on our continent.

The Chairperson of the African Union (AU) Commission, H.E. Mahmoud Ali Youssouf, joined AU leaders, international partners, UN agencies, & regional organisations at the AU High Level Meeting on the #Ebola outbreak, convened & chaired by H.E. Evariste Ndayishimiye, President of the Republic of Burundi and Chairperson of the African Union.

The Summit served as a platform to mobilise urgent political commitment, financial resources, & operational support to strengthen Africa’s collective response to the outbreak & reinforce continental health security.

In his keynote address, Chairperson Youssouf @ymahmoudali underscored the importance of enhancing national & regional response plans, strengthening cross-border coordination, & scaling up preparedness, surveillance, & containment measures.

He called for sustained solidarity & collective action among Member States & partners to prevent further transmission of the disease & invest in resilient health systems across the continent.

The Chairperson expressed his condolences to the families & communities that have lost loved ones to the outbreak. He also commended the affected Member States, frontline health workers, & emergency response teams for their dedication, professionalism, and swift efforts to contain the spread of the disease.

Chairperson Youssouf further conveyed his appreciation to AU Member States, development partners, & humanitarian organisations for their solidarity & support, including financial contributions, & other assistance provided to the affected countries.

He reaffirmed the AUs commitment to working closely with all stakeholders to strengthen resilience, advance coordinated public health responses, & ensure that no Member State is left behind in addressing this shared challenge.
