In Massachusetts, navigable waterways and great ponds (natural ponds >10 acres, like Lake Maspenock/North Pond here) are public under the public trust doctrine and Chapter 91. The public generally has rights to boat, navigate, and fish on them, even if shores or parts of the bed are privately owned.

The "residents-only" rule here applies only to the Hopkinton town beach/boat ramp facility and parking on Lakeshore Drive during summer—not the lake waters themselves. The waterway is public.
