“RIPPLE MAY NOT SELL XRP DIRECTLY TO FINANCIAL INSTITUTIONS IN THE UNITED STATES VIA WRITTEN AGREEMENTS WITHOUT VIOLATING SECURITIES LAW OR ASKING FOR A WAIVER FROM THE SEC”

This mean any US based institution will have to go to the open market to purchase XRP to be used for ODL service.
