In fact Provisional approval under s23 of the Medicines Act means Medsafe was NOT satisfied there was enough evidence of safety and efficacy.

We were told by Internal Affairs/Department of the Prime Minister and Cabinet (DPMC) that the Vaccine Ministers Meeting on Friday, 13 August 2021, couldn't be found. We were told it didn’t exist in the diaries of Chris Hipkins or Andrew Little. The Ministry of Health claimed they had no Zoom recording, and DPMC has refused to release the one briefing to Jacinda Ardern that they eventually did find, a refusal that is now the subject of my formal complaint to the Ombudsman.
Along with Grant Robertson’s diary showed a glaring anomaly, with the date altered to the 3rd of August instead of the 13th, leaving it completely out of chronological order within the calendar.
But yesterday, a missing puzzle piece arrived: we finally received the official meeting agenda from that exact August 13th meeting. It reveals that the meeting was explicitly chaired by Chris Hipkins and lists the full core roster of senior ministers including Ardern, Little Robertston, Verral, Sio and Henare . Far from being absent, it appears they were all right there on the Zoom.
Furthermore, the agenda indicates that point 7 was discussed as part of the Cabinet's narrative strategies on August 23rd. Because of this new link, we have officially lodged an additional request for the details surrounding that subsequent August 23rd Cabinet meeting. We have also asked further questions of MOH

It was suggested that the wording around the potential benefit that an extended dosing interval may have with regard to myocarditis risk should be removed or re-worded to make it clear that there may be a benefit but the evidence is emerging. By the 17th TAG Meeting they said it have been "Requested" to remove the information from public communications. ie hide safety information from the pubic.
