Today, Troy is passionate about helping others do the same, especially those who are currently incarcerated and looking for a second chance through education.
His story is proof that it's never too late to start over.

In today’s opinion piece, Sacramento Bee columnist Tom Philp highlighted the real impact Highlands has on Sacramento’s Afghan refugee community, adult learners, working families, and students looking for a second chance, while recognizing the major corrective steps taken under new leadership.

Today, Highlands is giving her the chance to learn English, continue her education, and build a better future for herself and her family.
Stories like Sylvia’s are why Highlands matters.
Thousands of adult learners rely on Highlands for opportunity, support, and a real path forward. We cannot let that be taken away.

Big news from Highlands!
More adults across our region are balancing work, family, and education while looking for a second chance to earn a diploma or build real career skills.
We believe that calls for a response.
That’s why Highlands is moving forward with a plan to expand — applying to open a new public charter school that would allow us to serve more adult learners, while continuing the work we’re doing today in Sacramento.
Watch Jonathan’s full announcement to hear what this means and what comes next. More details in the blog — link in bio.

If Highlands went away… what replaces it?
That’s the question.
Bill Knowlton, Executive Director at Mack Road Partnership, gets it — because he sees firsthand what Highlands means to this community every single day.
Second chances. Real opportunity. A path forward for people who need it most.
There is no replacement.
Hear directly from Bill on why Highlands matters.
