The loudest real estate fight inside NYC’s $125.8B budget wasn’t over towers or taxes. It was over who gets help paying rent — and who picks up the tab.

At the center was CityFHEPS, a housing voucher program that has grown from roughly $26 million in 2019 to more than $1.8 billion today.

The final deal commits hundreds of millions to rental assistance and ends a years-long legal fight between City Hall and the Council. But there’s a catch: the funding isn’t guaranteed. Once the money runs out, so do the vouchers.
