This milestone belongs to everyone who has stood behind this mission, and to the leaders who joined us today to turn shovels in the ground and so many others who share our commitment to preserving this history.

When complete, the Visitor Education Center will give visitors from around the world a place to learn the full story of September 11th, the 184 lives lost at the Pentagon, and the courage that followed. This is how we ensure that generations who know 9/11 only through history books will still understand what it cost, and what it means to never forget.

I am deeply saddened by the passing of former Senator Janet Howell. Janet represented part of Arlington for many years, and I was fortunate to work alongside her on legislation and attend countless community events.

I learned so much from Janet over the years and often turned to her for advice. As the first woman to chair the Senate Finance Committee, she was a trailblazer whose leadership shaped Virginia for generations. She was a tireless advocate for expanding access to health care, improving the lives of people with disabilities, and standing up for those whose voices too often went unheard. She fiercely loved her community and our Commonwealth, and Virginia is a better place because of her service.

My thoughts are with her family, friends, and everyone whose lives she touched. Her legacy will endure, and she will be greatly missed.
