The Committee is chaired by Commissioner @AlutalalaDr, with Commissioners Hassan Noor Hassan, EBS and Marykaren Sorobit serving as members.
During the hearing, the Committee will listen to submissions from the parties, receive witness testimony, review the evidence presented, and consider all the facts before making its determination in accordance with the law.
The hearing is part of the Commission's mandate to ensure compliance with the Electoral Code of Conduct and to promote peaceful, lawful, and credible electoral processes.

Resumption of Continuous Voter Registration (CVR) and Commencement of Enhanced Continuous Voter Registration (ECVR)
@IEBCKenya gives notice that there will be Enhanced Continuous Voter Registration (ECVR) of voters from Thursday, 25th June, 2026 to Saturday, 25th July, 2026 in the following electoral areas:
1. Mbeere North Constituency
2. Porro County Assembly Ward in Samburu West Constituency
3. Endo County Assembly Ward in Marakwet East Constituency
4. Emurua Dikirr Constituency
5. Malava Constituency
Registration services under the ECVR shall be provided daily, from Monday to Sunday during the ECVR registration period.
The exercise will be conducted at County Assembly Ward level as well as Constituency Offices, Huduma Centers, Institutions of Higher Learning located within the specified electoral areas and at the Commission’s Customer Experience Center (Ground Floor, Anniversary Towers).
Upon conclusion of the ECVR exercise, Continuous Voter Registration (CVR) and regular revision of the Register of Voters will continue at the respective Constituency Offices from Monday to Friday (excluding public holidays) from 8.00 a.m. to 5.00 p.m.

Strengthening democracy in Kenya is not the responsibility of the Commission alone; it is a national endeavour that requires commitment, cooperation, and goodwill from all sectors of society. Together, we must strive to build an electoral system that delivers not only free and fair elections but also elections that are trusted, inclusive, peaceful, and reflective of the sovereign will of the people.
True measure of this Strategic Plan will not be merely found in the activities undertaken or the resources invested. Its success will be measured by the confidence it inspires among citizens and the extent to which it strengthens the credibility of elections in Kenya. Every Kenyan must rise up and approach the polling station calmly and compassionately ready to make his or her voice count. The Chief Guest Martha Koome, FCIArb, EGH, Chief Justice of the Republic of Kenya, said she is honoured and a privileged to join you today for the launch of the @IEBCKenya 2024–2029 Strategic Plan, as well as Election Operation Plan 2025-2027, which is an extract from the Strategic Plan detailing how the various strategies will be implemented. Today marks a significant milestone in our collective journey towards strengthening democracy, enhancing electoral governance, and deepening citizen participation in building a better Kenya for all of us.
This Strategic Plan comes at a critical time in our nation's democratic development. It recognizes that elections are not merely events conducted on polling day; rather, elections constitute a continuous process that requires strong institutions, adequate resources, effective planning, and, most importantly, a sound and enabling legal framework.
“I am particularly encouraged that this Strategic Plan identifies strengthening of the electoral legal framework as a key strategic priority. This is both timely and necessary. As a nation, we must continue working towards harmonizing electoral laws and regulations to eliminate inconsistencies and provide greater clarity to all electoral stakeholders. We must address legal gaps identified during previous electoral cycles and ensure that electoral timelines, dispute resolution mechanisms, and election management processes are clearly defined and understood,” said Koome.

IEBC Strategic Plan also recognizes the growing role of technology in electoral management. Technology has become an indispensable tool for enhancing efficiency, transparency, and accountability within electoral processes. However, technology alone cannot guarantee credibility. Its effectiveness depends on the existence of robust legal safeguards and institutional oversight as well as the goodwill by all parties to embrace and trust the technology.
We must ensure that our legal frameworks adequately address issues of data protection, cybersecurity, transparency in electoral technologies, and accountability in electronic electoral processes. The IEBC must therefore provide clear guidance on the deployment, management, and auditing of electoral technologies so that innovation strengthens, rather than undermines public confidence in elections.
The Plan's commitment to inclusion and equal political participation is commendable. The strength of any democracy is measured not only by the conduct of elections but also by the extent to which all citizens are able to participate meaningfully in the electoral process. Women, youth, persons with disabilities, minority communities, and other marginalized groups must not merely be observers of democracy; they must be active participants and beneficiaries of it.

By unveiling these two strategic documents we set in motion a deliberate, transparent and accountable journey towards the 2027 General Election. We reaffirm our constitutional mandate, our institutional resolve and our solemn duty to protect and uphold the sovereign will of the people of Kenya.
The @IEBCKenya Strategic Plan is anchored on the theme: “Inclusion and Participation in Deepening Democracy in Kenya” under the clarion call, “Your Vote, Your Voice – Kura Yako, Sauti Yako.” It sets out our vision of an electoral management body that is credible, trusted, responsive, and firmly committed to delivering electoral processes that are inclusive, transparent, efficient, and accountable.
This Strategic Plan is the product of extensive consultations and contributions from our stakeholders that shaped a roadmap that reflects the aspirations of the Kenyan people and gives practical expression to our national values of participation, inclusivity, transparency, accountability, and good governance.

“I wish to assure all Kenyans that the Commission has listened to your expectations. We have reflected on lessons from previous electoral cycles and carefully considered recommendations from election observation missions, court decisions, post-election evaluations, and stakeholder engagements. These lessons have informed the reforms, priorities, and operational improvements contained in the documents we launch today.
“I promise that we will safeguard the integrity of the electoral process. We will protect the secrecy and sanctity of every vote and uphold the sovereign will of the people of Kenya. When the story of the 2027 General Election is written, our desire is that Kenyans will say their Electoral Commission prepared diligently, acted impartially, rose to the occasion, and faithfully discharged its constitutional mandate,” said Ethekon.
The success of any election is not the responsibility of the Commission alone. Democracy is a shared responsibility, and its strength depends on the commitment of all actors. Political parties, candidates, state institutions, the media, civil society, development partners, and citizens all have a vital role to play. The ballot remains the highest expression of the sovereign will of the people. It is a sacred democratic trust, and we must protect it collectively, consistently, and courageously.

Muturi, EGH, who represented Stephen Kalonzo Musyoka, the leader of the Wiper Democratic Party, noted that elections belong to the people of Kenya and must be planned in an open and transparent manner. He noted that the planning and development of the Strategic Plan 2024-2029 and Election Operation Plan (EOP) 2025-2027 needed continuous consultation with all stakeholders including political parties.
Democracy must never become captive to technology. Every stage of the electoral process must be transparent and audited. Public confidence can rise or fall based on how results are transmitted.

Jean-Luc Stalon, the UNDP Resident Representative in Kenya noted that IEBC and UNDP have a shared strong partnership in the delivery of election. Commend Kenya Government for conducting election every five years. This IEBC Strategic Plan 2024-2029 and Election Operation Plan (EOP) 2025-2027 are assets for Kenya’s democracy journey. UNDP believes these documents will shape how they support Kenya election process and deliver high quality and impactive electoral assistance.
Ed Barnett MBE, Deputy British High Commissioner, have been steadfast in support of IEBC in delivery of election over election cycles. This launch of the Strategic Plan 2024-2029 and Election Operation Plan (EOP) 2025-2027 is a milestone that should ensure each Shilling spent on delivery of IEBC Mandate is accountable. Election are cornerstone of democracy and provides citizens including minorities and marginalized a chance to have their voice heard and vote count. I call upon all leaders to take a firm stand against gender violence to allow women and girls to participate in political process. There is low public trust in key electoral institutions including IEBC and this needs to be tackled. On delayed legal reforms, enact laws early enough and urges Parliament to prioritize reforms in legal framework in time for the 2027 GE.
