Ballard either knows exactly what he's doing and wants to push his third party at taxpayer expense, or he has no clue how voting works in Indiana. There is no third explanation.
It defies logic that Ballard doesn't know about scratching. These were pieces from the 2007 municipal election that were intended for Democrat voters...listing ballot numbers (i.e. "find the ballot number to scratch after voting a straight ticket") and explaining how to scratch in council races.

The idea that @GregforIndiana's $2.5M voter guide scheme will be some neutral arbiter of election information is idiotic. The valence of his straight ticket wording reads like propaganda for his third party vanity project:
"You do not have to use it"
"It does not reach independents"
"WARNING"
"You can vote for every candidate of one party without it"
"Rather pick the person than the party"

One week of that pays for every Hoosier to get a voters guide each year.

Greg Ballard is making promises the Secretary of State doesn’t have the budget or authority to keep.
There is no funding for his proposed voter guide, and instead of partnering with nonprofits already doing this work across the country, Ballard wants to grow state government and stick taxpayers with the bill.
Between Ballard promising to spend money he doesn’t have and Beau Bayh promising to do things the office doesn't control, Hoosiers deserve better.
