For the avoidance of doubt, forging a passport with the intention of establishing a false identity is very clearly illegal under UK law & isn't "OK" if it's part of a "legitimate" (whatever that means) investigation. Dan's next holiday might be at risk of custodial enlightenment.

Under UK law, possessing or using a false identity document (including a doctored passport) with intent to establish personal information is an offence under section 4 of the Identity Documents Act 2010. Maximum penalty: 10 years’ imprisonment. There is no statutory exemption or public-interest defence for journalists.

Paid canvassing to promote a candidate is illegal under section 111 of the Representation of the People Act 1983 for both payer and recipient.

CPS may decline to prosecute on public-interest grounds, but that does not make the acts lawful.
