📢 The IPU Pre-Budget Submission 2027 sets out six evidence-based recommendations across three themes, which are designed to ensure the long-term sustainability of community pharmacy while supporting Government healthcare priorities. These recommendations focus on three strategic priorities:
1. Sustainability and Fairness
2. Modernisation and Service Transformation
3. Reducing Health Inequalities
Taken together, these measures represent a proportionate and cost-effective investment that will protect patient access, strengthen primary care delivery, increase capacity elsewhere in the health system, and ensure community pharmacy remains capable of delivering the expanded healthcare role increasingly expected by Government.

IPU Review | GMS Medicines Optimisation Support Service
The GMS Medicines Optimisation Support Service (MOSS) commenced on 1 June 2026. It replaces phased dispensing arrangements with a more structured and patient‑centred approach to medicines management for GMS patients who require additional assistance in managing their medicines safely. Through this, pharmacists are empowered to provide tailored interventions to improve patient outcomes and medication adherence.

📢 The IPU has called on Government to use Budget 2027 to invest in the expanding role of community pharmacists in delivering patient care, saying pharmacists have the willingness and capability to provide additional healthcare services on behalf of Government if community pharmacies are adequately resourced to do so.
Community pharmacies are among the most accessible parts of the Irish health service, with 1,912 pharmacies across the country and approximately 2.14 million adults visiting a pharmacy every week, equivalent to more than 111 million visits each year.
