No, neither Jesus nor the apostles instructed us to pray to departed humans in heaven. Jesus taught prayer to the Father (Matt 6:9), in His name (John 14:13-14). The NT shows direct prayer to God, with no commands or examples of invoking saints/Mary. Intercession of the dead is a later tradition, not a scriptural directive.
