Dogs absolutely can tell time based on a few studies- but not the way time is for humans. It is more a cause and effect notion of time.
They use visual, auditory, and most important olfactory cues that things happen in their day. When breakfast is, when humans get home from work. They don’t know it’s 6 AM but they absolutely know it’s food o’clock. To a dog the world at 6PM most likely smells different and then they know that smell means their humans are coming home.
As for the passage of years, there isn’t evidence for that. A dog doesn’t know they have been alive for 6 years vs 8. Dogs very much live in the moment, and that joy makes them so very precious.
