Born and raised in Newark, Donald M. Payne made history in 1989 as the first Black person elected to represent New Jersey in the U.S. House of Representatives. Before his time in Congress, Payne broke barriers as the first Black president of the National Council of YMCAs and served on the Newark City Council and Essex County Board of Chosen Freeholders.
